1111 1 AN ACT concerning State government.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Department of Human Services Act is amended
1515 5 by changing Section 10-47 as follows:

1717 7 Sec. 10-47. Teen Responsibility, Education, Achievement,
1818 8 Caring, and Hope (Teen REACH) Grant Program.
1919 9 (a) It is the purpose and intent of this Section to
2020 10 establish a State grant program to support local communities
2121 11 in providing after-school opportunities for youth 6 to 17
2222 12 years of age that will improve their likelihood for future
2323 13 success, provide positive choices, reduce at-risk behaviors,
2424 14 and develop career goals.
2525 15 (b) Subject to appropriation, the Department shall award
2626 16 competitive grants under a Teen Responsibility, Education,
2727 17 Achievement, Caring, and Hope (Teen REACH) Grant Program to
2828 18 community-based agencies in accordance with this Section and
2929 19 other rules and regulations that may be adopted by the
3030 20 Department.
3131 21 (c) Successful grantees under the Teen REACH Grant Program
3232 22 shall plan and implement activities that address outcomes
3333 23 associated with 6 core services:

6868 1 (1) the improvement of educational performance;
6969 2 (2) life skills education;
7070 3 (3) parental education;
7171 4 (4) recreation, sports, cultural, and artistic

7373 6 (5) the development of positive adult mentors; and
7474 7 (6) service learning opportunities.
7575 8 (d) Successful grantees under the Teen REACH Grant Program
7676 9 shall be in compliance with policies and procedures on
7777 10 program, data, and expense reporting as developed by the
7878 11 Department, in consultation with the Governor's Office of
7979 12 Management and Budget.
8080 13 (d-1) Any technical assistance provided to a statewide
8181 14 provider of services under the Teen REACH Grant Program shall
8282 15 be delivered directly by the Department of Human Services and
8383 16 shall not be delegated or outsourced to a third-party
8484 17 organization.
8585 18 (e) The Department may adopt any rules necessary to
8686 19 implement this Section.
