11	11	1 AN ACT concerning State government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Department of Human Services Act is amended
15	15	5 by changing Section 10-47 as follows:
16	16	6 (20 ILCS 1305/10-47)
17	17	7 Sec. 10-47. Teen Responsibility, Education, Achievement,
18	18	8 Caring, and Hope (Teen REACH) Grant Program.
19	19	9 (a) It is the purpose and intent of this Section to
20	20	10 establish a State grant program to support local communities
21	21	11 in providing after-school opportunities for youth 6 to 17
22	22	12 years of age that will improve their likelihood for future
23	23	13 success, provide positive choices, reduce at-risk behaviors,
24	24	14 and develop career goals.
25	25	15 (b) Subject to appropriation, the Department shall award
26	26	16 competitive grants under a Teen Responsibility, Education,
27	27	17 Achievement, Caring, and Hope (Teen REACH) Grant Program to
28	28	18 community-based agencies in accordance with this Section and
29	29	19 other rules and regulations that may be adopted by the
30	30	20 Department.
31	31	21 (c) Successful grantees under the Teen REACH Grant Program
32	32	22 shall plan and implement activities that address outcomes
33	33	23 associated with 6 core services:

68	68	1 (1) the improvement of educational performance;
69	69	2 (2) life skills education;
70	70	3 (3) parental education;
71	71	4 (4) recreation, sports, cultural, and artistic
72	72	5 activities;
73	73	6 (5) the development of positive adult mentors; and
74	74	7 (6) service learning opportunities.
75	75	8 (d) Successful grantees under the Teen REACH Grant Program
76	76	9 shall be in compliance with policies and procedures on
77	77	10 program, data, and expense reporting as developed by the
78	78	11 Department, in consultation with the Governor's Office of
79	79	12 Management and Budget.
80	80	13 (d-1) Any technical assistance provided to a statewide
81	81	14 provider of services under the Teen REACH Grant Program shall
82	82	15 be delivered directly by the Department of Human Services and
83	83	16 shall not be delegated or outsourced to a third-party
84	84	17 organization.
85	85	18 (e) The Department may adopt any rules necessary to
86	86	19 implement this Section.
