11	11	1 AN ACT concerning elections.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Election Code is amended by changing
15	15	5 Section 6-17 as follows:

17	17	7 Sec. 6-17. Dissolution.
18	18	8 (a) Except as provided in subsection (b), whenever
19	19	9 Whenever 1,000 of the legal voters in a city of 250,000
20	20	10 population or less where this Article 6 and Articles 14 and 18
21	21	11 of this Act or the Act of which they are a continuation have
22	22	12 been adopted shall petition the circuit court in the county in
23	23	13 which such city is located to submit to a vote of the electors
24	24	14 of such city the proposition as to whether such city and the
25	25	15 electors thereof shall reject the Articles, the court shall
26	26	16 enter an order of record approving such petition and thereupon
27	27	17 the court shall submit such proposition to the legal voters of
28	28	18 such city at the next succeeding general, state, county or
29	29	19 municipal election to be held in such county in not less than
30	30	20 30 days after the entry of such order. If 1,000 shall exceed
31	31	21 one-eighth of the legal voters of any such city then such
32	32	22 petition need not be signed or made by more than one-eighth of
