14	14	1 AN ACT concerning State government.
15	15	2 Be it enacted by the People of the State of Illinois,
16	16	3 represented in the General Assembly:
17	17	4 Section 5. The Illinois Act on the Aging is amended by
18	18	5 adding Section 4.17 as follows:
19	19	6 (20 ILCS 105/4.17 new)
20	20	7 Sec. 4.17. Grant technical assistance.
21	21	8 (a) The Department shall provide technical assistance in
22	22	9 the form of training to local governmental entities and
23	23	10 not-for-profit human service entities located within Illinois
24	24	11 that request such assistance for the purpose of procuring
25	25	12 grants. The Department shall prioritize:
26	26	13 (1) entities that are current grant recipients and are
27	27	14 routinely noncompliant with grant award requirements; and
28	28	15 (2) entities that have lost Department grant funding
29	29	16 in the last 5 years and are seeking to reapply for grant
30	30	17 funding.
31	31	18 (b) The Department shall adopt any rules necessary to
32	32	19 implement this Section.

34	34	21 amended by adding Section 34.13 as follows:

120	120	12 (a) The Department shall provide technical assistance in
