4-AN ACT concerning transportation.
5-Be it enacted by the People of the State of Illinois,
6-represented in the General Assembly:
7-Section 5. The Illinois Vehicle Code is amended by
8-changing Section 11-305 and by adding Section 1-158.2 as
9-follows:
10-(625 ILCS 5/1-158.2 new)
11-Sec. 1-158.2. Pedestrian hybrid beacon. A traffic-control
12-device used to warn and control traffic, at locations that are
13-otherwise without a traffic-control signal, to assist
14-pedestrians in crossing a street or highway at a marked
15-crosswalk.

17-Sec. 11-305. Obedience to and required traffic-control
18-devices.
19-(a) The driver of any vehicle shall obey the instructions
20-of any official traffic-control device applicable thereto
21-placed or held in accordance with the provisions of this Act,
22-unless otherwise directed by a police officer, subject to the
23-exceptions granted the driver of an authorized emergency
24-vehicle in this Act.
25-(b) It is unlawful for any person to leave the roadway and

18+16 (a) The driver of any vehicle shall obey the instructions
19+17 of any official traffic-control device applicable thereto

33-control device.
34-(c) No provision of this Act for which official
35-traffic-control devices are required shall be enforced against
36-an alleged violator if at the time and place of the alleged
37-violation an official device is not in proper position and
38-sufficiently legible to be seen by an ordinarily observant
39-person. Whenever a particular section does not state that
40-official traffic-control devices are required, such section
41-shall be effective even though no devices are erected or in
42-place.
43-(d) Whenever any official traffic-control device is placed
44-or held in position approximately conforming to the
45-requirements of this Act and purports to conform to the lawful
46-requirements pertaining to such device, such device shall be
47-presumed to have been so placed or held by the official act or
48-direction of lawful authority, and comply with the
49-requirements of this Act, unless the contrary shall be
50-established by competent evidence.
51-(e) The driver of a vehicle approaching a traffic control
52-signal on which no signal light facing such vehicle is
53-illuminated shall stop before entering the intersection in
54-accordance with rules applicable in making a stop at a stop
55-sign. This provision does not apply to the driver of a vehicle
56-approaching a pedestrian hybrid beacon.
57-(f) Any violation of subsection (a) that occurs within a
