| 14 | 14 | | 4 Section 5. The Pawnbroker Regulation Act is amended by |

| 15 | 15 | | 5 changing Section 11 as follows: |

| 17 | 17 | | 7 Sec. 11. Violations. Every person who knowingly violates |

| 18 | 18 | | 8 the the provisions of this Act shall, for the first offense, be |

| 19 | 19 | | 9 guilty of a Class C misdemeanor, and for each subsequent |
|---|
| 20 | 20 | | 10 offense shall be guilty of a Class A misdemeanor, except that a |
|---|
| 21 | 21 | | 11 person who knowingly violates this Act by operating a pawnshop |
|---|
| 22 | 22 | | 12 without a license shall be guilty of a Class B misdemeanor for |
|---|
| 23 | 23 | | 13 the first offense and shall be guilty of a Class A misdemeanor |
|---|
| 24 | 24 | | 14 for any subsequent offense. This Act shall not be construed as |
|---|
| 25 | 25 | | 15 to, in any wise, impair the power of cities or villages in this |
|---|
| 26 | 26 | | 16 State to license, tax, regulate except as to fee amounts, |
|---|
| 27 | 27 | | 17 suppress, and prohibit pawnbrokers as now provided by law. |
