4-AN ACT concerning revenue.
5-Be it enacted by the People of the State of Illinois,
6-represented in the General Assembly:
7-Section 5. The Illinois Municipal Code is amended by
8-changing Section 11-74.4-3.5 as follows:
9-(65 ILCS 5/11-74.4-3.5)
10-Sec. 11-74.4-3.5. Completion dates for redevelopment
11-projects.
12-(a) Unless otherwise stated in this Section, the estimated
13-dates of completion of the redevelopment project and
14-retirement of obligations issued to finance redevelopment
15-project costs (including refunding bonds under Section
16-11-74.4-7) may not be later than December 31 of the year in
17-which the payment to the municipal treasurer, as provided in
18-subsection (b) of Section 11-74.4-8 of this Act, is to be made
19-with respect to ad valorem taxes levied in the 23rd calendar
20-year after the year in which the ordinance approving the
21-redevelopment project area was adopted if the ordinance was
22-adopted on or after January 15, 1981.
23-(a-5) If the redevelopment project area is located within
24-a transit facility improvement area established pursuant to
25-Section 11-74.4-3, the estimated dates of completion of the
26-redevelopment project and retirement of obligations issued to

4+2 Be it enacted by the People of the State of Illinois,
5+3 represented in the General Assembly:
6+4 Section 5. The Illinois Municipal Code is amended by
7+5 changing Section 11-74.4-3.5 as follows:

9+7 Sec. 11-74.4-3.5. Completion dates for redevelopment
10+8 projects.
11+9 (a) Unless otherwise stated in this Section, the estimated
12+10 dates of completion of the redevelopment project and
13+11 retirement of obligations issued to finance redevelopment
14+12 project costs (including refunding bonds under Section
15+13 11-74.4-7) may not be later than December 31 of the year in
16+14 which the payment to the municipal treasurer, as provided in
17+15 subsection (b) of Section 11-74.4-8 of this Act, is to be made
18+16 with respect to ad valorem taxes levied in the 23rd calendar
19+17 year after the year in which the ordinance approving the
20+18 redevelopment project area was adopted if the ordinance was
21+19 adopted on or after January 15, 1981.
22+20 (a-5) If the redevelopment project area is located within
23+21 a transit facility improvement area established pursuant to
24+22 Section 11-74.4-3, the estimated dates of completion of the
25+23 redevelopment project and retirement of obligations issued to

33-finance redevelopment project costs (including refunding bonds
34-under Section 11-74.4-7) may not be later than December 31 of
35-the year in which the payment to the municipal treasurer, as
36-provided in subsection (b) of Section 11-74.4-8 of this Act,
37-is to be made with respect to ad valorem taxes levied in the
38-35th calendar year after the year in which the ordinance
39-approving the redevelopment project area was adopted.
40-(a-7) A municipality may adopt tax increment financing for
41-a redevelopment project area located in a transit facility
42-improvement area that also includes real property located
43-within an existing redevelopment project area established
44-prior to August 12, 2016 (the effective date of Public Act
45-99-792). In such case: (i) the provisions of this Division
46-shall apply with respect to the previously established
47-redevelopment project area until the municipality adopts, as
48-required in accordance with applicable provisions of this
49-Division, an ordinance dissolving the special tax allocation
50-fund for such redevelopment project area and terminating the
51-designation of such redevelopment project area as a
52-redevelopment project area; and (ii) after the effective date
53-of the ordinance described in (i), the provisions of this
54-Division shall apply with respect to the subsequently
55-established redevelopment project area located in a transit
56-facility improvement area.
57-(b) The estimated dates of completion of the redevelopment
58-project and retirement of obligations issued to finance

34+1 finance redevelopment project costs (including refunding bonds
35+2 under Section 11-74.4-7) may not be later than December 31 of
36+3 the year in which the payment to the municipal treasurer, as
37+4 provided in subsection (b) of Section 11-74.4-8 of this Act,
38+5 is to be made with respect to ad valorem taxes levied in the
39+6 35th calendar year after the year in which the ordinance
40+7 approving the redevelopment project area was adopted.
41+8 (a-7) A municipality may adopt tax increment financing for
42+9 a redevelopment project area located in a transit facility
43+10 improvement area that also includes real property located
44+11 within an existing redevelopment project area established
45+12 prior to August 12, 2016 (the effective date of Public Act
46+13 99-792). In such case: (i) the provisions of this Division

67-the redevelopment project area was adopted if the ordinance
68-was adopted on September 9, 1999 by the Village of Downs.
69-The estimated dates of completion of the redevelopment
70-project and retirement of obligations issued to finance
71-redevelopment project costs (including refunding bonds under
72-Section 11-74.4-7) may not be later than December 31 of the
73-year in which the payment to the municipal treasurer as
74-provided in subsection (b) of Section 11-74.4-8 of this Act is
75-to be made with respect to ad valorem taxes levied in the 33rd
76-calendar year after the year in which the ordinance approving
77-the redevelopment project area was adopted if the ordinance
78-was adopted on May 20, 1985 by the Village of Wheeling.
79-The estimated dates of completion of the redevelopment
80-project and retirement of obligations issued to finance
81-redevelopment project costs (including refunding bonds under
82-Section 11-74.4-7) may not be later than December 31 of the
83-year in which the payment to the municipal treasurer as
84-provided in subsection (b) of Section 11-74.4-8 of this Act is
85-to be made with respect to ad valorem taxes levied in the 28th
86-calendar year after the year in which the ordinance approving

89-the redevelopment project area was adopted if the ordinance
90-was adopted on October 12, 1989 by the City of Lawrenceville.
91-(c) The estimated dates of completion of the redevelopment
92-project and retirement of obligations issued to finance
93-redevelopment project costs (including refunding bonds under
94-Section 11-74.4-7) may not be later than December 31 of the
95-year in which the payment to the municipal treasurer as
96-provided in subsection (b) of Section 11-74.4-8 of this Act is
97-to be made with respect to ad valorem taxes levied in the 35th
98-calendar year after the year in which the ordinance approving
99-the redevelopment project area was adopted:
100-(1) If the ordinance was adopted before January 15,
101-1981.
102-(2) If the ordinance was adopted in December 1983,
103-April 1984, July 1985, or December 1989.
104-(3) If the ordinance was adopted in December 1987 and
105-the redevelopment project is located within one mile of
106-Midway Airport.
107-(4) If the ordinance was adopted before January 1,
108-1987 by a municipality in Mason County.
109-(5) If the municipality is subject to the Local
