SYNOPSIS AS INTRODUCED:
Appropriates $5,000,000 from the General Revenue Fund to
the Department of Agriculture for the purpose of making grants
to socially-disadvantaged farmers to provide funding for
startup capital and for costs associated with farming
operations and equipment. Effective July 1, 202 3.

AN ACT concerning appropriations. 1
Be it enacted by the People of the State of Illinois, represented 2
in the General Assembly: 3
Section 5. The amount of $5,000,000, or so much thereof as 4
may be necessary, is appropriated from the General Revenue Fund 5
to the Department of Agriculture for the purpose of making 6
grants and providing funding to socially -disadvantaged farmers 7
for startup capital, farming operation costs, and equipment 8
costs. 9
Section 99. Effective date. This Act takes effect July 1, 10
2023.11
