1313 1 AN ACT concerning transportation.
1414 2 Be it enacted by the People of the State of Illinois,
1515 3 represented in the General Assembly:
1616 4 Section 5. The Illinois Vehicle Code is amended by
1717 5 changing Sections 1-171, 3-412, and 3-413 as follows:
1818 6 (625 ILCS 5/1-171) (from Ch. 95 1/2, par. 1-171)
1919 7 Sec. 1-171. Registration - Registration Sticker.
2020 8 Registration. The registration certificate or certificates,
2121 9 registration plates and registration stickers issued under the
2222 10 laws of this State pertaining to the registration of vehicles.
2323 11 Registration Sticker or Stickers. A device or devices to
2424 12 be attached to a rear registration plate that will renew the
2525 13 registration and registration plate or plates for a
2626 14 pre-determined period not to exceed one registration year
2727 15 except as provided in subsection (1) of Section 3-414 of this
2828 16 Code. Should the Secretary of State determine it is advisable
2929 17 to require a registration sticker to be attached to a front
3030 18 registration plate, he may require such action and provide the
3131 19 necessary additional sticker. Such determination shall be
3232 20 publicly announced at least 30 days in advance of a new annual
3333 21 registration year.

109109 1 General Assembly, the Secretary of State, upon registering a
110110 2 vehicle subject to annual registration for the first time,
111111 3 shall issue or shall cause to be issued to the owner one
112112 4 registration plate for a motorcycle, trailer, semitrailer,
113113 5 motorized pedalcycle, or truck-tractor, one registration plate
114114 6 for other motor vehicles, and, when applicable, current
115115 7 registration stickers for motor vehicles of the first
116116 8 division.
117117 9 The provisions of this Section may be made applicable to
118118 10 such vehicles of the second division, as the Secretary of
119119 11 State may, from time to time, in his discretion designate. On
120120 12 subsequent annual registrations during the term of the
121121 13 registration plate or digital registration plate as provided
122122 14 in Section 3-414.1, the Secretary shall issue or cause to be
123123 15 issued registration stickers or digital registration stickers
124124 16 as evidence of current registration. However, the issuance of
125125 17 annual registration stickers or digital registration stickers
126126 18 to vehicles registered under the provisions of Sections
127127 19 3-402.1 and 3-405.3 of this Code may not be required if the
128128 20 Secretary deems the issuance unnecessary.
129129 21 (b) Every registration plate or digital registration plate
130130 22 shall have displayed upon it the registration number assigned
131131 23 to the vehicle for which it is issued, the name of this State,
132132 24 which may be abbreviated, the year number for which it was
133133 25 issued, which may be abbreviated, the phrase "Land of Lincoln"

145145 1 letters or numbers as the Secretary may prescribe. However,
146146 2 for apportionment plates issued to vehicles registered under
147147 3 Section 3-402.1 and fleet plates issued to vehicles registered
148148 4 under Section 3-405.3, the phrase "Land of Lincoln" may be
149149 5 omitted to allow for the word "apportioned", the word "fleet",
150150 6 or other similar language to be displayed. Registration plates
151151 7 or digital registration plates issued to a vehicle registered
152152 8 as a fleet vehicle may display a designation determined by the
153153 9 Secretary.
154154 10 The Secretary may in his discretion prescribe that letters
155155 11 be used as prefixes only on registration plates or digital
156156 12 registration plates issued to vehicles of the first division
157157 13 which are registered under this Code and only as suffixes on
158158 14 registration plates or digital registration plates issued to
159159 15 other vehicles. Every registration sticker or digital
160160 16 registration sticker issued as evidence of current
161161 17 registration shall designate the year number for which it is
162162 18 issued and such other letters or numbers as the Secretary may
163163 19 prescribe and shall be of a contrasting color with the
164164 20 registration plates or digital registration plates and
165165 21 registration stickers or digital registration stickers of the
166166 22 previous year.
167167 23 (c) Each registration plate or digital registration plate
168168 24 and the required letters and numerals thereon, except the year
169169 25 number for which issued, shall be of sufficient size to be
170170 26 plainly readable from a distance of 100 feet during daylight,

184184 4 (d) The Secretary of State shall issue for every passenger
185185 5 motor vehicle rented without a driver the same type of
186186 6 registration plates or digital registration plates as the type
187187 7 of plates issued for a private passenger vehicle.
188188 8 (e) The Secretary of State shall issue for every passenger
189189 9 car used as a taxicab or livery, distinctive registration
190190 10 plates or digital registration plates.
191191 11 (f) The Secretary of State shall issue for every
192192 12 motorcycle distinctive registration plates or digital
193193 13 registration plates distinguishing between motorcycles having
194194 14 150 or more cubic centimeters piston displacement, or having
195195 15 less than 150 cubic centimeter piston displacement.
196196 16 (g) Registration plates or digital registration plates
197197 17 issued to vehicles for-hire may display a designation as
198198 18 determined by the Secretary that such vehicles are for-hire.
199199 19 (h) (Blank).
200200 20 (i) The Secretary of State shall issue for every public
201201 21 and private ambulance registration plates or digital
202202 22 registration plates identifying the vehicle as an ambulance.
203203 23 The Secretary shall forward to the Department of Healthcare
204204 24 and Family Services registration information for the purpose
205205 25 of verification of claims filed with the Department by
206206 26 ambulance owners for payment for services to public assistance

218218 2 (j) The Secretary of State shall issue for every public
219219 3 and private medical carrier or rescue vehicle livery
220220 4 registration plates or digital registration plates displaying
221221 5 numbers within ranges of numbers reserved respectively for
222222 6 medical carriers and rescue vehicles. The Secretary shall
223223 7 forward to the Department of Healthcare and Family Services
224224 8 registration information for the purpose of verification of
225225 9 claims filed with the Department by owners of medical carriers
226226 10 or rescue vehicles for payment for services to public
227227 11 assistance recipients.
228228 12 (k) The Secretary of State shall issue distinctive license
229229 13 plates or digital registration plates or distinctive license
230230 14 plate stickers or digital registration stickers for every
231231 15 vehicle exempted from subsections (a) and (a-5) of Section
232232 16 12-503 by subsection (g) of that Section, and by subsection
233233 17 (g-5) of that Section before its deletion by this amendatory
234234 18 Act of the 95th General Assembly. The Secretary shall issue
235235 19 these plates or stickers immediately upon receiving the
236236 20 physician's certification required under subsection (g) of
237237 21 Section 12-503. New plates or stickers shall also be issued
238238 22 when the certification is renewed as provided in that
239239 23 subsection.
240240 24 (l) The Secretary of State shall issue distinctive
241241 25 registration plates or digital registration plates for
242242 26 low-speed vehicles.

267267 15 and one in the rear. Beginning with the next registration year
268268 16 after the effective date of this amendatory Act of the 103rd
269269 17 General Assembly, the registration plate issued for a motor
270270 18 vehicle other than a motorcycle, trailer, semitrailer,
271271 19 truck-tractor, apportioned bus, or apportioned truck shall be
272272 20 attached to the rear of the vehicle.
273273 21 The registration plate or digital registration plate
274274 22 issued for a motorcycle, autocycle, trailer or semitrailer
275275 23 required to be registered hereunder and any apportionment
276276 24 plate issued to a bus under the provisions of this Code shall

288288 1 digital registration plate issued for a truck-tractor or an
289289 2 apportioned truck required to be registered hereunder shall be
290290 3 attached to the front thereof.
291291 4 (b) Except for vehicles with rear loaded motorized
292292 5 forklifts, every registration plate or digital registration
293293 6 plate shall at all times be securely fastened in a horizontal
294294 7 position to the vehicle for which it is issued so as to prevent
295295 8 the plate from swinging and at a height of not less than 5
296296 9 inches from the ground, measuring from the bottom of such
297297 10 plate, in a place and position to be clearly visible and shall
298298 11 be maintained in a condition to be clearly legible, free from
299299 12 any materials that would obstruct the visibility of the plate.
300300 13 A registration plate or digital registration plate on a
301301 14 motorcycle may be mounted vertically as long as it is
302302 15 otherwise clearly visible. Registration stickers or digital
303303 16 registration stickers issued as evidence of renewed annual
304304 17 registration shall be attached to registration plates or
305305 18 displayed on digital registration plates as required by the
306306 19 Secretary of State, and be clearly visible at all times. For
307307 20 those vehicles with rear loaded motorized forklifts, if the
308308 21 rear plate is securely fastened in a horizontal position as
309309 22 prescribed, the plate and registration sticker shall not be
310310 23 required to be clearly visible at all times as a result of the
311311 24 rear mounted motorized forklift obstructing the view.
312312 25 (c) Every drive-away permit issued pursuant to this Code
313313 26 shall be firmly attached to the motor vehicle in the manner

324324 1 prescribed by the Secretary of State. If a drive-away permit
325325 2 is affixed to a motor vehicle in any other manner the permit
326326 3 shall be void and of no effect.
327327 4 (d) The Illinois prorate decal issued to a foreign
328328 5 registered vehicle part of a fleet prorated or apportioned
329329 6 with Illinois, shall be displayed on a registration plate or
330330 7 digital registration plate and displayed on the front of such
331331 8 vehicle in the same manner as an Illinois registration plate
332332 9 or digital registration plate.
333333 10 (e) The registration plate or digital registration plate
334334 11 issued for a camper body mounted on a truck displaying
335335 12 registration plates or digital registration plates shall be
336336 13 attached to the rear of the camper body.
337337 14 (f) No person shall operate a vehicle, nor permit the
338338 15 operation of a vehicle, upon which is displayed an Illinois
339339 16 registration plate or plates or digital registration plate or
340340 17 plates or registration stickers or digital registration
341341 18 stickers, except as provided for in subsection (b) of Section
342342 19 3-701 of this Code, after the termination of the registration
343343 20 period for which issued or after the expiration date set
344344 21 pursuant to Sections 3-414 and 3-414.1 of this Code.
345345 22 (g) A person may not operate any motor vehicle that is
346346 23 equipped with registration plate or digital registration plate
347347 24 covers. A violation of this subsection (g) or a similar
348348 25 provision of a local ordinance is an offense against laws and
349349 26 ordinances regulating the movement of traffic.

360360 1 (h) A person may not sell or offer for sale a registration
361361 2 plate or digital registration plate cover. A violation of this
362362 3 subsection (h) is a business offense.
363363 4 (i) A person may not advertise for the purpose of
364364 5 promoting the sale of registration plate or digital
365365 6 registration plate covers. A violation of this subsection (i)
366366 7 is a business offense.
367367 8 (j) A person may not modify the original manufacturer's
368368 9 mounting location of the rear registration plate or digital
369369 10 registration plate on any vehicle so as to conceal the
370370 11 registration or to knowingly cause it to be obstructed in an
371371 12 effort to hinder a peace officer from obtaining the
372372 13 registration for the enforcement of a violation of this Code,
373373 14 Section 27.1 of the Toll Highway Act concerning toll evasion,
374374 15 or any municipal ordinance. Modifications prohibited by this
375375 16 subsection (j) include but are not limited to the use of an
376376 17 electronic device. A violation of this subsection (j) is a
377377 18 Class A misdemeanor.
