SYNOPSIS AS INTRODUCED: 
 
Makes appropriations for the ordinary and contingent 
expenses of the Illinois Student Assistance Commission for the 
fiscal year beginning July 1, 2023, as follows:

  AN ACT concerning appropriations. 1 
 
  Be it enacted by the People of the State of Illinois, represented 2 
in the General Assembly:  3 
 
ARTICLE 1 4 
 
  Section 5.  The sum of $ 7,000,000, or so much thereof as 5 
may be necessary, is appropriated to the Illinois Student 6 
Assistance Commission from the Ge neral Revenue Fund to meet its 7 
operational expenses for the fiscal year ending June 30, 202 4. 8 
 
  Section 10.  The following named amount, or so much thereof 9 
as may be necessary, is appropriated from the General Revenue 10 
Fund to the Illinois Student Assista nce Commission for the 11 
following purpose: 12 
 To support outreach, research, and 13 
   training activities .............................. 7,000,000 14 
 
  Section 15.  The sum of $ 401,566,200, or so much thereof 15 
as may be necessary, is appropriated to the Illinois Student 16 
Assistance Commission f rom the General Revenue Fund for grant 17 
awards to students eligible for the Monetary Award Program, as 18 
provided by law, and for agency administrative and operational 19 
costs not to exceed 2 percent of the total appropriation in 20  HB2655 	-2- OMB103 00143 MJH 45143 b 
 
this Section. 1 
 
  Section 20.  The sum of $300,000,000, or so much thereof 2 
as may be necessary, is appropriated to the Illinois Student 3 
Assistance Commission from the Education Assistance Fund for 4 
grant awards to students eligible for the Monetary Award 5 
Program, as provided by law, and f or agency administrative and 6 
operational costs not to exceed 2 percent of the total 7 
appropriation in this Section. 8 
 
  Section 25.  The sum of $35,000,000, or so much thereof as 9 
may be necessary, is appropriated to the Illinois Student 10 
Assistance Commission from the General Revenue Fund for 11 
payments to eligible public universities for grants to students 12 
pursuant to the AIM HIGH program. 13 
 
  Section 30.  The sum of $150,000, or so much thereof as may 14 
be necessary, is appropriated from the General Revenue Fund to 15 
the Illinois Student Assistance Commission for costs associated 16 
with providing grants to exonerated persons, as provided by 17 
law. 18 
 
  Section 35.  The sum of $26,400, or so much thereof as may 19 
be necessary, is appropriated from the Education Assistance 20 
Fund to the Illinois Student Assistance Commission for costs 21  HB2655 	-3- OMB103 00143 MJH 45143 b 
 
associated with the Veterans’ Home Medical Providers’ Loan 1 
Repayment Program pursuant to Public Act 99 -0813. 2 
 
  Section 40.  The sum of $500,000, or so much thereof as may 3 
be necessary, is appropriated from the Education Assistance 4 
Fund to the Illinois Student Assistance Commission for grants 5 
to eligible nurse educators to use for payment of their 6 
educational loan pursuant to Public Act 94 -1020. 7 
 
  Section 45.  The following named sums, or so much thereof 8 
as may be necessary, respectively, are appropriated from the 9 
Education Assistance Fund to the Illinois Student Assistance 10 
Commission for the following purposes: 11 
Grants and Scholarships 12 
 For the payment of scholarships to students 13 
  who are children of police officers or firefighters 14 
  killed in the line of duty, or who are 15 
  dependents of correctional officers killed 16 
  or permanently disabled in the line of 17 
  duty, as provided by law ......................... 1,300,000 18 
 For payment of Minority Teacher Scholarships ......7,000,000 19 
  Total 	$8,300,000 20 
 
  Section 50. The sum of $6,498,000, or so much thereof as 21

Fund to the Illinois Student Assistance Commission to the 1 
Golden Apple Scholars of Illinois program, as provided by law. 2 
 
  Section 55. The sum of $750,000, or so much thereof as may 3 
be necessary, is appropriated from the Education Assistance 4 
Fund to the Illinois Student Assistance Commission to the 5 
Golden Apple Scholars of Illinois program for the Golden Apple 6 
Accelerators Program. 7 
 
  Section 60.  The sum of $975,000, or so much thereof as may 8 
be necessary, is appropriated from the Education Assistance 9 
Fund to the Illinois Student Assistance Commission for the Loan 10 
Repayment for Teachers Program. 11

  Section 65.  The sum of $300,000, or so much thereof as may 13 
be necessary, is appropriated from the ISAC Accounts Receivable 14 
Fund to the Illinois Student Assistance Commission for costs 15 
associated with the collection of delinquent scholarship awards 16 
pursuant to the Illinois State Collection Ac t of 1986. 17 
 
  Section 70.  The sum of $110,000, or so much thereof as may 18 
be necessary, is appropriated to the Illinois Student 19 
Assistance Commission from the University Grant Fund for 20 
payment of grants for the Higher Education License Plate 21

  Section 75.  The following named sum, or so much thereof 1 
as may be necessary, is appropriated from the Illinois Student 2 
Assistance Commission Contracts and Grants Fund to the Illinois 3 
Student Assistance Commission for the following purpos e: 4 
 To support outreach, research, and 5

 Community Behavioral Health Care 7 
   Provider Loan Repayment Program ..................5,000,000 8 
 
  Section 80.  The following named sum, or so much thereof 9 
as may be necessary, is appropriated from the Optometric 10 
Licensing and Disciplinary Board Fund to the Illinois Student 11 
Assistance Commission for the following purpose: 12 
Grants and Scholarships 13 
 For payment of scholarships for the 14 
   Optometric Education Scholarship 15 
   Program, as provided by law ......................... 50,000 16 
 
  Section 85.  The following named sum, or so much thereof 17 
as may be necessary, is appropriated from the National Guard 18 
and Naval Militia Grant Fund to the Illinois Student Assistance 19 
Commission for the following purpose: 20 
Grants and Scholarships 21

   Naval Militia Scholarships 1 
   at State-controlled universities 2 
   and public community colleges in 3

be necessary, is appropriated from the Golden Apple Scholars 7 
of Illinois Fund to the Illinois Student Assistance Commission 8 
for the Golden Apple Scholars of Illinois Program, as provided 9

  Section 95.  The following named sums, or so much thereof 11 
as may be necessary, respectively, are appropriated to the 12 
Illinois Student Assistance Commission from the Student Loan 13

  Section 100.  The sum of $1,500,000, or so much t hereof as 8 
may be necessary, is appropriated to the Illinois Student 9 
Assistance Commission from the Student Loan Operating Fund for 10 
costs associated with Federal Loan System Development and 11 
Maintenance. 12 
 
  Section 105.  The sum of $1,000,000 or so much ther eof as 13 
may be necessary, is appropriated to the Illinois Student 14 
Assistance Commission from the Student Loan Operating Fund for 15 
costs associated with the Illinois Designated Account Purchase 16 
Program. 17

  Section 110.  The following named sum, or so much t hereof 19 
as may be necessary, is appropriated from the Federal 20 
Congressional Teacher Scholarship Program Fund to the Illinois 21 
Student Assistance Commission for the following purpose: 22

   under the Paul Douglas Teach er Scholarship 1 
   Program to the U.S. Treasury ....................... 100,000 2 
 
  Section 115.  The sum of $ 50,000,000, or so much thereof 3 
as may be necessary, is appropriated from the Federal Student 4 
Loan Fund to the Illinois Student Assistance Commission for 5 
distribution when necessary as a result of the following: for 6 
guarantees of loans that are uncollectible, for collection 7 
payments to the Student Loan Operating Fund as required under 8 
agreements with the United States Secretary of Education, for 9 
payment to the Student Loan Op erating Fund for Default Aversion 10 
Fees, for transfers to the U.S. Treasury, or for other 11 
distributions as necessary and provided for under the Federal 12 
Higher Education Act. 13 
 
  Section 120.  The sum of $13,000,000, or so much thereof 14 
as may be necessary, is appropriated from the Federal Student 15 
Incentive Trust Fund to the Illinois Student Assistance 16 
Commission for allowable uses of federal grant funds related 17 
to college access, outreach, and training, including but not 18 
limited to funds received under the fed eral Gaining Early 19 
Awareness and Readiness for Undergraduate Program. 20 
 
  Section 125.  The sum of $300,000, or so much thereof as 21 
may be necessary, is appropriated from the Federal Student 22  HB2655 	-9- OMB103 00143 MJH 45143 b 
 
Incentive Trust Fund to the Illinois Student Assistance 1 
Commission for the John R. Justice Student Loan Repayment 2 
Program. 3 
 
  Section 130.  The sum of $114,000,000, or so much thereof 4 
as may be necessary, is appropriated from the Student Loan 5 
Operating Fund to the Illinois Student Assistance Commission 6 
for financial assistance and administrative costs associated 7 
with early childhood programs. 8 
 
  Section 135. The sum of $4,000,000, or so much thereof as 9 
may be necessary, is appropriated from the Nursing Dedicated 10 
and Professional Fund to the Illinois Student Assistance 11 
Commission for expenses related to the Nursing Education 12 
Scholarship Law. 13 
 
  Section 140. The sum of $1,100,000, or so much thereof as 14 
may be necessary, is appropriated from the Energy Transition 15 
Assistance Fund to the Illinois Student Assistance Commission 16 
for costs associated with providing grants to eligible 17 
individuals, for costs pursuant to the Energy Transition Act. 18 
 
  Section 145. The sum of $6,000,000, or so much thereof as 19 
may be necessary, is appropriated from the General Revenue Fund 20 
to the Illinois Student Assistance Commission for costs 21  HB2655 	-10- OMB103 00143 MJH 45143 b 
 
associated with Social Worker Scholarships a nd loan repayment 1 
assistance. 2 
 
ARTICLE 2 3 
 
  Section 5.  The sum of $3,280,045, or so much thereof as 4 
may be necessary and remains unexpended at the close of business 5 
on June 30, 2023, from an appropriation heretofore made for 6 
such purpose in Article 138, S ection 400 of Public Act 102 -7 
0698, as amended, is reappropriated from the State Coronavirus 8 
Urgent Remediation Emergency Fund to the Illinois Student 9 
Assistance Commission for the Golden Apple Scholars of Illinois 10 
Program, for purposes permitted by Section 9901 of the American 11 
Rescue Plan Act of 2021 and related federal guidance. 12 
 
  Section 10.  The sum of $3,492,690, or so much thereof as 13 
may be necessary and remains unexpended at the close of business 14 
on June 30, 2023, from an appropriation heretofore mad e for 15 
such purpose in Article 138, Section 405 of Public Act 102	-16 
0698, as amended, is reappropriated from the State Coronavirus 17 
Urgent Remediation Emergency Fund to the Illinois Student 18 
Assistance Commission for the Golden Apple Accelerators 19 
Program, for purposes permitted by Section 9901 of the American 20 
Rescue Plan Act of 2021 and related federal guidance. 21

Section 99. Effective date. This Act takes effect July 1, 1
