SYNOPSIS AS INTRODUCED: 
 
Makes appropriations for the ordinary and contingent 
expenses of the Board of Higher Education and the Illinois 
Mathematics and Science Academy for the fiscal year beginning 
July 1, 2023, as follows:

  AN ACT concerning appropriations. 1 
 
  Be it enacted by the People of the State of Illinois, represented 2 
in the General Assembly:  3 
 
ARTICLE 1 4 
 
  Section 5.  The amount of $ 3,144,700, or so much thereof 5 
as may be necessary, is appropriated from the General Revenue 6 
Fund to the Board of Higher Education to meet its operational 7 
expenses for the fiscal year ending June 30, 202 4. 8 
 
  Section 10. The sum of $3 97,100, or so much thereof as may 9 
be necessary, is appropriated from the General Revenue Fund to 10 
the Board of Higher Education for costs and expenses associated 11 
with the administration and enforcement associated with the P -12 
20 Longitudinal Education Data System Act. 13 
 
  Section 15.  The sum of $183,300, or so much thereof as may 14 
be necessary, is appropriated from the General Revenue Fund to 15 
the Board of Higher Education for costs associated with the My 16 
Credits Transfer System. 17 
 
  Section 20.  The sum of $1,000,000, or so much thereof as 18

to the Board of Higher Education for admini	strative and 1 
personnel costs associated with reimbursements to public 2 
universities for participation in “The Common Application” 3 
System. 4 
 
  Section 25.  The following named amount, or so much thereof 5 
as may be necessary, is appropriated from the General Re venue 6 
Fund to the Board of Higher Education for distribution as grants 7 
authorized by the Higher Education Cooperation Act: 8 
 Quad-Cities Graduate Study Center .................... 73,800 9 
 
  Section 30.  The following named sums, or so much thereof 10 
as may be necessary, are appro priated from the General Revenue 11 
Fund to the Illinois Board of Higher Education for Science, 12 
Technology, Engineering and Math (S.T.E.M.) diversity 13 
initiatives to enhance S.T.E.M. programs for students from 14 
underrepresented groups: 15 
 Illinois Mathematics and Science 16 
  Academy Fusion Program .............................. 95,900 17 
 
  Section 35.  The sum of $1,433,600, or so much thereof as 18 
may be necessary, is appropriated from the General Revenue Fund 19 
to the Illinois Board of Higher Education for Science, 20 
Technology, Engineering and Math (S.T.E.M.) diversity 21

underrepresented groups for the Creating Pathways and Access 1 
For Student Success Foundation formerly Chicago Area Health and 2 
Medical Careers Program (C.A.H.M.C.P.). 3 
 
  Section 40.  The sum of $2,466,300, or so much thereof as 4 
may be necessary, is appropriated from the General Revenue Fund 5 
to the Board of Higher Education for the Grow Your Own Teachers 6 
Program, including prior year costs. 7 
 
  Section 45.  The sum of $ 2,050,200, or so much thereof as 8 
may be necessary, is appro priated from the General Revenue Fund 9 
to the Board of Higher Education for the administration and 10 
distribution of grants authorized by the Diversifying Higher 11 
Education Faculty in Illinois Program. 12 
 
  Section 50.  The sum of $750,000, or so much thereof as may 13 
be necessary, is appropriated from the General Revenue Fund to 14 
the Board of Higher Education for competitive grants for 15 
nursing schools to increase the number of graduating nurses. 16 
 
  Section 55.  The sum of $400,000, or so much thereof as may 17 
be necessary, is appropriated from the General Revenue Fund to 18 
the Board of Higher Education for nurse educator fellowships 19 
to supplement nurse faculty salaries. 20

  Section 60.  The sum of $980,500, or so much thereof as may 1 
be necessary, is appropriated from the General Revenue Fund to 2 
the Board of Higher Education for distribution as grants for 3 
Cooperative Work Study Programs to institutions of higher 4 
education. 5 
 
  Section 65.  The sum of $1,055,700, or so much thereof as 6 
may be necessary, is appropriated from t he General Revenue Fund 7 
to the Board of Higher Education for a grant to the Board of 8 
Trustees of the University Center of Lake County for the 9 
ordinary and contingent expenses of the Center. 10 
 
  Section 66. The sum of $500,000, or so much thereof as may 11 
be necessary and remains unexpended at the close of business 12 
on June 30, 2023, from appropriations heretofore made for such 13 
purpose in Article 1 24, Section 66 of Public Act 102 -0698 as 14 
amended, is reappropriated from the General Revenue Fund to the 15 
Board of Higher Education for costs and expenses associated 16 
with a Public Higher Education Assessment in the Quad Cities. 17 
 
  Section 70.  The sum of $150,000 or so much thereof as may 18 
be necessary, is appropriated from the Distance Learning Fund 19 
to the Board of Highe r Education as supplemental support for 20 
costs and expenses associated with the administration and 21

  Section 75.  The amount of $600,000, or so much thereof as 1 
may be necessary, is appropriated from the Academic Quality 2 
Assurance Fund to the Board of Higher Education as supplemental 3 
support for costs and expenses associated with the 4 
administration and enforcement of 110 ILCS 1010. 5 
 
  Section 80. The amount of $100,000, or so much thereof as 6 
may be necessary, is appropriated f rom the Private College 7 
Academic Quality Assurance Fund to the Board of Higher 8 
Education as supplemental support for costs and expenses 9 
associated with the administration and enforcement of 110 ILCS 10 
1005. 11 
 
  Section 85.  The amount of $30,000, or so much t hereof as 12 
may be necessary, is appropriated from the BHE Data and Research 13 
Cost Recovery Fund to the Board of Higher Education as 14 
supplemental support for costs and expenses associated with the 15 
administration and enforcement of 110 ILCS 205. 16 
 
  Section 90.  The amount of $650,000, or so much thereof as 17 
may be necessary, is appropriated from the Private Business and 18 
Vocational Schools Quality Assurance Fund to the Board of 19 
Higher Education as supplemental support for costs and expenses 20

Private Business and Vocational Schools Act of 2012. 1 
 
  Section 95.  The sum of $5,500,000, or so much thereof as 2 
may be necessary, is appropriated from the BHE Federal Grants 3 
Fund to the Board of Higher Educa tion to be expended under the 4 
terms and conditions associated with the federal contracts and 5 
grants moneys received, including prior year costs. 6 
 
  Section 100.  The sum of $2 60,000, or so much thereof as 7 
maybe necessary, is appropriated from the General R evenue Fund 8 
to the Board of Higher Education for costs and expenses 9 
associated with the implementation of the new strategic plan. 10 
 
  Section. 105. The sum of $43,000,000, or so much thereof 11 
as may be necessary, is appropriated from the BHE Federal Grants 12 
Fund to the Board of Higher Education for grants, contracts, 13 
and administrative expenses of the Governor’s Emergency 14 
Education Relief Fund award, including prior year costs. 15 
 
  Section 110.  The sum of $60,000,000, or so much thereof 16 
as may be necessary, is appropriated from the BHE Federal Grants 17 
Fund to the Illinois Board of Higher Education for grants and 18 
administrative costs associated with early childhood programs, 19 
including prior year costs. 20

  Section 115.  The sum of $25,000,000, or so much thereof 1 
as may be necessary, is appropriated from the BHE Federal Grants 2 
Fund to the Board of Higher Education for costs and expenses 3 
associated with High Impact Tutoring, including prior year 4 
costs. 5 
 
  Section 120.  The sum of $10,000,000, or so much thereof 6 
as may be necessary, is appropriated from the Board of Higher 7 
Education State Contracts and Grants Fund to the Board of Higher 8 
Education for costs and expenses associated with Community 9 
Behavioral Health Workforce Education Center. 10 
 
  Section 125. The sum of $5 ,000,000, or so much thereof as 11 
may be necessary, is appropriated from the Board of Higher 12 
Education State Contracts and Grants Fund to the Board of Higher 13 
education to be expended under the terms and conditions 14 
associated with the moneys being received, i ncluding prior year 15 
expenditures. 16 
 
  Section 130. The sum of $2,000,000, or so much thereof as 17 
may be necessary, is appropriated from the General Revenue Fund 18 
to the Board of Higher Education for data analysis and 19 
administrative expenses associated with th e Homelessness 20 
Prevention administrative data pilot program for addressing 21

  Section 135. The sum of $2,340,000, or so much thereof as 1 
may be necessary, is appropriated from the General Revenue Fund 2 
to the Board of Higher Education for administrative costs and 3 
grants to the following named universities for purposes of 4 
administering the Mental Health Early Action on Campus Act, in 5 
the approximate amounts below for the fiscal year ending June 6 
30, 2024: 7

  Section 145.  The sum of $60,000, or so much thereof as may 19 
be necessary, is appropriated from the IMSA Income Fund to the 20 
Illinois Mathematics and Science Academy for awards and grants. 21

  Section 5. The sum of $930,330, or so much thereof as may 1 
be necessary and remains unexpended at the close of business 2 
on June 30, 2023, from appropriations heretofore made for such 3 
purpose in Article 138, Section 385 of Public Act 102 -0698, as 4 
amended, is reappropriated from the State Coronavirus Urgent 5 
Remediation Emergency Fund to the Board of Higher Education to 6 
the Grow Your Own Teachers Program for costs and expenses 7 
associated with the Historically Disadvantaged Male Initiative, 8 
for purposes permitted by Section 9901 of the American Rescue 9 
Plan Act of 2021 and related federal guidance. 10 
 
Section 99. Effective date. This Act takes effect July 1, 11 
2023. 12
