SYNOPSIS AS INTRODUCED: 
 
Makes appropriations for the ordinary and contingent 
expenses of the Board of Trustees of the University of Illinois 
for the fiscal year beginning July 1, 2023, as follows:

  AN ACT concerning appropriations. 1 
 
  Be it enacted by the People of the State of Illinois, represented 2 
in the General Assembly:  3 
 
ARTICLE 1 4 
 
  Section 5.  The amount of $ 632,000,400, or so much thereof 5 
as may be necessary, is appropriated from the Education 6 
Assistance Fund to the Board of T rustees of the University of 7 
Illinois to meet its operational expenses for the fiscal year 8 
ending June 30, 2024. 9 
 
  Section 10. The following named amounts, or so much thereof 10 
as may be necessary, are appropriated from the Education 11 
Assistance Fund to the Board of Trustees of the University of 12 
Illinois for Labor and Employment Relations: 13 
For degree programs ................................ ...704,300 14 
For certificate programs .............................. 915,600 15 
  Total 	$1,619,900 16 
 
  Section 15.  The sum of $1 5,173,200, or so much thereof as 17 
may be necessary, is appropriated from the General Revenue Fund 18 
to the Board of Trustees of the University of Illinois for 19

Research Institute, in accordance with Public Ac t 95-0728. 1 
 
  Section 20.  The sum of $40,380,600, or so much thereof as 2 
may be necessary, is appropriated from the General Revenue Fund 3 
to the Board of Trustees of the University of Illinois for 4 
operating costs and expenses related to or in support of the 5 
University of Illinois Hospital. 6 
 
  Section 25. The sum of $ 716,300, or so much thereof as may 7 
be necessary, is appropriated from the Education Assistance 8 
Fund to the Board of Trustees of the University of Illinois for 9 
costs associated with the Hispanic C enter for Excellence at the 10 
Chicago campus. 11 
 
  Section 30. The sum of $2 83,500, or so much thereof as may 12 
be necessary, is appropriated from the Education Assistance 13 
Fund to the Board of Trustees of the University of Illinois for 14 
Dixon Springs Agricultural Center. 15 
 
  Section 35. The sum of $1,0 79,000, or so much thereof as 16 
may be necessary, is appropriated from the Education Assistance 17 
Fund to the Board of Trustees of the University of Illinois for 18 
costs associated with the Public Policy Institute at the 19 
Chicago campus. 20

  Section 40.  The sum of $ 302,200, or so much thereof as may 1 
be necessary, is appropriated from the Education Assistance 2 
Fund to the Board of Trustees of the University of Illinois for 3 
a grant to the College of Dentistry. 4 
 
  Section 45.  The amount of $500,000, or so much thereof as 5 
may be necessary, is appropriated from the General Revenue Fund 6 
to the Board of Trustees of the University of Illinois for 7 
costs associated with the Illinois Heart Rescue. 8 
 
  Section 46.  The sum of $3,000,000, or so much thereof as 9 
may be necessary, is appropriated to the University of Illinois 10 
from the General Revenue Fund for a grant to the University of 11 
Illinois at Springfield for the Illinois Innocence Project, and 12 
any associated administrative expenses. 13 
 
 Section 50.  The sum of $5, 671,200, or so much thereof as may 14 
be necessary, is appropriated from the Fire Prevention Fund to 15 
the Board of Trustees of the University of Illinois for the 16 
purpose of maintaining the Illinois Fire Service Institute, 17 
paying the Institute's expenses, and providing the facilities 18 
and structures incident thereto, including payment to the 19 
University for personal services and related costs incurred. 20

be necessary, is approp riated from the State College and 1 
University Trust Fund to the Board of Trustees of the University 2 
of Illinois for scholarship grant awards. 3 
 
  Section 60. The sum of $250,000 or so much thereof as may 4 
be necessary, is appropriated from the Pet Population Control 5 
Fund to the University of Illinois for costs associated with 6 
pet population control at the College of Veterinary Medicine. 7 
 
  Section 65.  The sum of $300,000, or so much thereof as may 8 
be necessary, is appropriated from the Emergency Public Health 9 
Fund to the University of Illinois for costs and expenses 10 
related to or in support of Emergency Mosquito Abatement. 11 
 
  Section 70.  The sum of $400,000, or so much thereof as may 12 
be necessary, is appropriated from the Used Tire Management 13 
Fund to the Univ ersity of Illinois for costs and expenses 14 
related to or in support of mosquito research and abatement. 15 
 
  Section 75.  The sum of $500,000, or so much thereof as may 16 
be necessary, is appropriated from the Hazardous Waste Research 17 
Fund to the University of Illinois for its ordinary and 18 
contingent expenses. 19

be necessary, is appropriated from the General Professions 1 
Dedicated Fund to the Board of Trustees of the University of 2 
Illinois for costs ass ociated with the development, support or 3 
administration of pharmacy practice education or training 4 
programs for the College of Medicine at Rockford. 5 
 
  Section 85. The sum of $65,002, or so much thereof as may 6 
be necessary and remains unexpended at the clo se of business 7 
on June 30, 202 3, from an appropriation heretofore made for 8 
such purpose in Article 133, Section 90 of Public Act 102 -0698, 9 
as amended, is reappropriated, from the Coal Technology 10 
Development Assistance Fund to the University of Illinois for 11 
the Prairie Research Institute for costs associated with 12 
conducting the carbon capture, utilization, and storage study. 13 
 
  Section 90.  The sum of $4,000,000, or so much thereof as 14 
may be necessary, is appropriated from the Coal Technology 15 
Development Assistance Fund to the University of Illinois for 16 
the Prairie Research Institute for costs associated with carbon 17 
dioxide capture technology at a coal -fired power plant, and 18 
other projects in consultation with the United States 19 
Department of Energy. 20 
 
  Section 95. The sum of $2,000,000 or so much thereof as may 21 
be necessary, is appropriated from the General Revenue Fund to 22  HB2674 	-6- OMB103 00139 MJH 45139 b 
 
the Board of trustees of the University of Illinois for the 1 
University's Climate Jobs Institute. 2

  Section 5. The sum of $595,835, or so much thereof as may 6 
be necessary and remains unexpended at the close of business 7 
on June 30, 2023, from an appropriation heretofore made for 8 
such purpose in Article 138, Section 390 of Public Act 102	-9 
0698, as amended, is reappropriated from the State Coronavirus 10 
Urgent Remediation Emergency Fund to the Board of Trustees of 11 
the University of Illinois for costs associated with the water 12 
rates report under Section 115 of the University of Illinois 13 
Act for purposes permitted by Section 9901 of t he American 14 
Rescue Plan Act of 2021 and related federal guidance. No 15 
contract shall be entered into or obligation incurred for water 16 
rates report from appropriations made in this section until 17 
after the purpose and amounts have been approved in writing by 18 
the Governor.  19 
 
Section 99. Effective date. This Act takes effect July 1, 20 
2023. 21
