SYNOPSIS AS INTRODUCED: 
 
Makes appropriations for the ordinary and contingent 
expenses of the Department of Human Services for the fiscal 
year beginning July 1, 2023, as follows:

  AN ACT concerning appropriations. 1 
 
  Be it enacted by the People of the State of Illinois, represented 2 
in the General Assembly:  3 
 
ARTICLE 1 4 
 
  Section 1.  The sum of $782,207,200, or so much thereof as 5 
may be necessary, is appropriated from the General Revenue Fund 6 
to the Department of Huma n Services for ordinary and contingent 7 
expenses of the department, permanent improvements and for 8 
student, member or inmate compensation expenses of the department 9 
for the fiscal year ending June 30, 2024. 10 
 
  Section 2.  The amount of $10,334,900, or so mu ch thereof 11 
as may be necessary, is appropriated from the General Revenue 12 
Fund to the Department of Human Services for ordinary and 13 
contingent expenses associated with the Office of the Inspector 14 
General. 15 
 
  The Department, with the consent in writing from 	the 16 
Governor, may reapportion not more than 1 percent of the total 17 
appropriation of General Revenue Funds in Section 1 to Section 18 
2 above among the various purposes therein enumerated. 19

Remediation Emergency Fund to the Department of Human Services 21 
for the Illinois Housing Development Authority for the purpose 22 
of making grants, forgivable loans, or loans, and administrative 23

on June 30, 2023, from an appropriation heretofore made for such 7

amended, is reappropriated from the State Coronavirus Urgent 9 
Remediation Emergency Fund to the Department of Human Services 10 
for administration by the Illinois Housing Development Authority 11 
for grants, forgivable loans, loans and administrative expenses 12 
associated with the Authority’s Opening Doors Program, for 13 
purposes allowed by Section 9901 of the American Rescue Plan Act 14

(Division of Mental Health) for the purpose of employee 6 
recruitment and retention, including, but not limited to bonuses 7

may be necessary and remains unexpended at the close of business 10 
on June 30, 2023, from an appropriation heretofore made for such 11

Services for the Illinois Housing Development A uthority for 18 
grants, forgivable loans and administrative expenses associated 19 
with affordable housing developments eligible for federal Low 20 
Income Housing Tax Credits and/or the COVID -19 Affordable 21 
Housing Grant Program for purposes allowed by Section 9901 of 22
