SYNOPSIS AS INTRODUCED: 
 
Makes appropriations for the ordinary and contingent 
expenses of the Department of Innovation and Technology for the 
fiscal year beginning July 1, 2023, as follows: 
 
General Funds  $137,700,000 
Other State Funds  $790,200,000 
Total  $927,200,000

  AN ACT concerning appropriations. 1 
 
  Be it enacted by the People of the State of Illinois, represented 2 
in the General Assembly:  3 
 
ARTICLE 1 4 
 
  Section 5.  The amount of $25,000,000, or so much thereof 5 
as may be necessary, is appropriated from the General Revenue 6 
Fund to the Department of In novation and Technology for all 7 
costs associated with the Illinois Century Network and 8 
broadband projects. 9 
 
  Section 10.  The amount of $2,000,000, or so much thereof 10 
as may be necessary, is appropriated from the General Revenue 11 
Fund to the Department of Innovation and Technology for all 12 
costs associated with the Cybersecurity Liaison Program. 13 
 
  Section 15. The sum of $110,000,000, or so much thereof as 14 
may be necessary, is appropriated from the General Revenue Fund 15 
to the Department of Innovation and Tec hnology for its ordinary 16 
and contingent expenses. 17 
 
  Section 20.  The sum of $750,000,000, or so much thereof 18 
as may be necessary, is appropriated from the Technology 19  HB2703 	-2- OMB103 00033 DBG 45033 b 
 
Management Revolving Fund to the Department of Innovation and 1 
Technology for administrat ive and program expenses, including 2 
prior years’ costs. 3 
 
  Section 25.  The sum of $10,000,000, or so much thereof as 4 
may be necessary, is appropriated from the DoIT Special 5 
Projects Fund to the Department of Innovation and Technology 6 
for all ordinary and contingent expenses related to information 7 
technology within the powers and duties of the Department. 8 
 
  Section 30.  The sum of $30,200,000, or so much thereof as 9 
may be necessary, is appropriated from the DoIT Special 10 
Projects Fund to the Department of I nnovation and Technology 11 
for all ordinary and contingent expenses related to addressing 12 
cybersecurity risks and cybersecurity threats as authorized by 13 
Section 70612 of the Infrastructure Investment and Jobs Act, 14 
(IIJA) and any associated federal guidance. 15 
 
 
Section 99. Effective date. This Act takes effect July 1, 16 
2023. 17
