11	11	1 AN ACT concerning education.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Public Community College Act is amended by
15	15	5 changing Section 2-1 as follows:
16	16	6 (110 ILCS 805/2-1) (from Ch. 122, par. 102-1)
17	17	7 Sec. 2-1. There is created the the Illinois Community
18	18	8 College Board hereinafter referred to as the "State Board".
19	19	9 The State Board shall consist of 12 members as follows: a
20	20	10 nonvoting student member selected by the recognized advisory
21	21	11 committee of students of the Illinois Community College Board,
22	22	12 this student to serve for a term of one year beginning on July
23	23	13 1 of each year, except that the student member initially
24	24	14 selected shall serve a term beginning on the date of such
25	25	15 selection and expiring on the next succeeding June 30, and
26	26	16 except that any student member or former student member may be
27	27	17 selected by the recognized advisory committee of students of
28	28	18 the State Board to serve a second term as the nonvoting student
29	29	19 member of the State Board; and 11 members, one of whom shall be
30	30	20 a senior citizen age 60 or over, to be appointed by the
31	31	21 Governor by and with the advice and consent of the Senate.
32	32	22 Beginning on July 1, 2005, one of the 11 members appointed by
33	33	23 the Governor, by and with the advice and consent of the Senate,

68	68	1 must be a faculty member at an Illinois public community
69	69	2 college. Also beginning on July 1, 2005, one of the 11 members
70	70	3 appointed by the Governor, by and with the advice and consent
71	71	4 of the Senate, must be a member of the board of trustees of a
72	72	5 public community college district. After the effective date of
73	73	6 this amendatory Act of the 97th General Assembly, one of the 11
74	74	7 members to be appointed by the Governor, by and with the advice
75	75	8 and consent of the Senate, must be the president of a public
76	76	9 community college, the Chancellor of City Colleges of Chicago
77	77	10 (Community College District No. 508), or the Chief Executive
78	78	11 Officer of Illinois Eastern Community Colleges (Community
79	79	12 College District No. 529). The membership requirements set
80	80	13 forth in this Section apply only to the State Board and shall
81	81	14 have no effect on the membership of the board of trustees of a
82	82	15 community college district. The members first appointed under
83	83	16 this amendatory Act of 1984 shall serve for a term of 6 years.
84	84	17 After the expiration of the terms of the office of the members
85	85	18 first appointed to the State Board, their respective
86	86	19 successors shall hold office for a term of 6 years and until
87	87	20 their successors are qualified and seated. In the event of
88	88	21 vacancies on the State Board in offices appointed by the
89	89	22 Governor occurring during a recess of the Senate, the Governor
90	90	23 shall have the power to make temporary appointments until the
91	91	24 next meeting of the Senate, when the vacancy shall be filled by
92	92	25 nomination to be confirmed by the Senate.
