1111 1 AN ACT concerning gaming.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Illinois Gambling Act is amended by
1515 5 changing Section 4 as follows:
1616 6 (230 ILCS 10/4) (from Ch. 120, par. 2404)
1717 7 Sec. 4. Definitions. As used in this Act:
1818 8 "Board" means the Illinois Gaming Board.
1919 9 "Occupational license" means a license issued by the Board
2020 10 to a person or entity to perform an occupation which the Board
2121 11 has identified as requiring a license to engage in the
2222 12 administration, control, and conduct of gambling games and
2323 13 sports wagering riverboat gambling, casino gambling, or gaming
2424 14 pursuant to an organization gaming license issued under this
2525 15 Act in Illinois.
2626 16 "Gambling game" includes, but is not limited to, baccarat,
2727 17 twenty-one, poker, craps, slot machine, video game of chance,
2828 18 roulette wheel, klondike table, punchboard, faro layout, keno
2929 19 layout, numbers ticket, push card, jar ticket, or pull tab
3030 20 which is authorized by the Board as a wagering device under
3131 21 this Act.
3232 22 "Riverboat" means a self-propelled excursion boat, a
3333 23 permanently moored barge, or permanently moored barges that

6868 1 are permanently fixed together to operate as one vessel, on
6969 2 which lawful gambling is authorized and licensed as provided
7070 3 in this Act.
7171 4 "Slot machine" means any mechanical, electrical, or other
7272 5 device, contrivance, or machine that is authorized by the
7373 6 Board as a wagering device under this Act which, upon
7474 7 insertion of a coin, currency, token, or similar object
7575 8 therein, or upon payment of any consideration whatsoever, is
7676 9 available to play or operate, the play or operation of which
7777 10 may deliver or entitle the person playing or operating the
7878 11 machine to receive cash, premiums, merchandise, tokens, or
7979 12 anything of value whatsoever, whether the payoff is made
8080 13 automatically from the machine or in any other manner
8181 14 whatsoever. A slot machine:
8282 15 (1) may utilize spinning reels or video displays or
8383 16 both;
8484 17 (2) may or may not dispense coins, tickets, or tokens
8585 18 to winning patrons;
8686 19 (3) may use an electronic credit system for receiving
8787 20 wagers and making payouts; and
8888 21 (4) may simulate a table game.
8989 22 "Slot machine" does not include table games authorized by
9090 23 the Board as a wagering device under this Act.
9191 24 "Managers license" means a license issued by the Board to
9292 25 a person or entity to manage gambling operations conducted by
9393 26 the State pursuant to Section 7.3.

104104 1 "Dock" means the location where a riverboat moors for the
105105 2 purpose of embarking passengers for and disembarking
106106 3 passengers from the riverboat.
107107 4 "Gross receipts" means the total amount of money exchanged
108108 5 for the purchase of chips, tokens, or electronic cards by
109109 6 riverboat patrons.
110110 7 "Adjusted gross receipts" means the gross receipts less
111111 8 winnings paid to wagerers.
112112 9 "Cheat" means to alter the selection of criteria which
113113 10 determine the result of a gambling game or the amount or
114114 11 frequency of payment in a gambling game.
115115 12 "Gambling operation" means the conduct of gambling games
116116 13 authorized under this Act upon a riverboat or in a casino or
117117 14 authorized under this Act and the Illinois Horse Racing Act of
118118 15 1975 at an organization gaming facility.
119119 16 "License bid" means the lump sum amount of money that an
120120 17 applicant bids and agrees to pay the State in return for an
121121 18 owners license that is issued or re-issued on or after July 1,
122122 19 2003.
123123 20 "Table game" means a live gaming apparatus upon which
124124 21 gaming is conducted or that determines an outcome that is the
125125 22 object of a wager, including, but not limited to, baccarat,
126126 23 twenty-one, blackjack, poker, craps, roulette wheel, klondike
127127 24 table, punchboard, faro layout, keno layout, numbers ticket,
128128 25 push card, jar ticket, pull tab, or other similar games that
129129 26 are authorized by the Board as a wagering device under this

140140 1 Act. "Table game" does not include slot machines or video
141141 2 games of chance.
142142 3 The terms "minority person", "woman", and "person with a
143143 4 disability" shall have the same meaning as defined in Section
144144 5 2 of the Business Enterprise for Minorities, Women, and
145145 6 Persons with Disabilities Act.
146146 7 "Casino" means a facility at which lawful gambling is
147147 8 authorized as provided in this Act.
148148 9 "Owners license" means a license to conduct riverboat or
149149 10 casino gambling operations, but does not include an
150150 11 organization gaming license.
151151 12 "Licensed owner" means a person who holds an owners
152152 13 license.
153153 14 "Organization gaming facility" means that portion of an
154154 15 organization licensee's racetrack facilities at which gaming
155155 16 authorized under Section 7.7 is conducted.
156156 17 "Organization gaming license" means a license issued by
157157 18 the Illinois Gaming Board under Section 7.7 of this Act
158158 19 authorizing gaming pursuant to that Section at an organization
159159 20 gaming facility.
160160 21 "Organization gaming licensee" means an entity that holds
161161 22 an organization gaming license.
162162 23 "Organization licensee" means an entity authorized by the
163163 24 Illinois Racing Board to conduct pari-mutuel wagering in
164164 25 accordance with the Illinois Horse Racing Act of 1975. With
165165 26 respect only to gaming pursuant to an organization gaming
