1616 2 Be it enacted by the People of the State of Illinois,

2121 7 Section 5. The Legislative Commission Reorganization Act
2222 8 of 1984 is amended by repealing Sections 4-4, 4-5, and 4-6.
2323 9 Section 10. The Commission on Government Forecasting and
2424 10 Accountability Act is amended by changing Sections 3 and 4 as

2828 14 (1) Study from time to time and report to the General
2929 15 Assembly on economic development and trends in the State.

3333 19 (3) Based on its studies, recommend such State fiscal
3434 20 and economic policies as it deems appropriate or desirable

7979 1 (4) Prepare annually a State economic report.
8080 2 (5) Provide information for all appropriate
8181 3 legislative organizations and personnel on economic trends
8282 4 in relation to long range planning and budgeting.
8383 5 (6) Study and make such recommendations as it deems
8484 6 appropriate to the General Assembly on local and regional
8585 7 economic and fiscal policy and on federal fiscal policy as
8686 8 it may affect Illinois.
8787 9 (7) Review capital expenditures, appropriations and
8888 10 authorizations for both the State's general obligation and
8989 11 revenue bonding authorities. At the direction of the
9090 12 Commission, specific reviews may include economic
9191 13 feasibility reviews of existing or proposed revenue bond
9292 14 projects to determine the accuracy of the original
9393 15 estimate of useful life of the projects, maintenance
9494 16 requirements and ability to meet debt service requirements
9595 17 through their operating expenses.
9696 18 (8) Receive and review all executive agency and
9797 19 revenue bonding authority annual and 3 year plans. The
9898 20 Commission shall prepare a consolidated review of these
9999 21 plans, an updated assessment of current State agency
100100 22 capital plans, a report on the outstanding and unissued
101101 23 bond authorizations, an evaluation of the State's ability
102102 24 to market further bond issues and shall submit them as the
103103 25 "Legislative Capital Plan Analysis" to the House and
104104 26 Senate Appropriations Committees at least once a year. The

115115 1 Commission shall annually submit to the General Assembly
116116 2 on the first Wednesday of April a report on the State's
117117 3 long-term capital needs, with particular emphasis upon and
118118 4 detail of the 5-year period in the immediate future.
119119 5 (9) Study and make recommendations it deems
120120 6 appropriate to the General Assembly on State bond
121121 7 financing, bondability guidelines, and debt management. At
122122 8 the direction of the Commission, specific studies and
123123 9 reviews may take into consideration short and long-run
124124 10 implications of State bonding and debt management policy.
125125 11 (10) Comply with the provisions of the "State Debt
126126 12 Impact Note Act" as now or hereafter amended.
127127 13 (11) Comply with the provisions of the Pension Impact
128128 14 Note Act, as now or hereafter amended.
129129 15 (12) Prepare By August 1st of each year, the
130130 16 Commission must prepare and cause to be published by
131131 17 August 1 of each year a summary report of State
132132 18 appropriations for the State fiscal year beginning the
133133 19 previous July 1st, except that, if no State appropriations
134134 20 have been enacted by July 1 for the State fiscal year, then
135135 21 the summary report shall be prepared and published within
136136 22 60 days after the enactment of appropriations for that
137137 23 State fiscal year. The summary report must discuss major
138138 24 categories of appropriations, the issues the General
139139 25 Assembly faced in allocating appropriations, comparisons
140140 26 with appropriations for previous State fiscal years, and

151151 1 other matters helpful in providing the citizens of
152152 2 Illinois with an overall understanding of appropriations
153153 3 for that fiscal year. The summary report must be written
154154 4 in plain language and designed for readability, and it
155155 5 must be provided in a report to the General Assembly and
156156 6 published on the General Assembly's website. Publication
157157 7 must be in newspapers of general circulation in the
158158 8 various areas of the State to ensure distribution
159159 9 statewide. The summary report must also be published on
160160 10 the General Assembly's web site.
161161 11 (13) Comply with the provisions of the State
162162 12 Facilities Closure Act.
163163 13 (14) For fiscal year 2012 and thereafter, develop a
164164 14 3-year budget forecast for the State, including
165165 15 opportunities and threats concerning anticipated revenues
166166 16 and expenditures, with an appropriate level of detail.
167167 17 (15) Perform the powers, duties, rights, and
168168 18 responsibilities of the Legislative Research Unit as
169169 19 transferred to the Commission under Section 7.
170170 20 The requirement for reporting to the General Assembly
171171 21 shall be satisfied by filing copies of the report as required
172172 22 by Section 3.1 of the General Assembly Organization Act, and
173173 23 filing such additional copies with the State Government Report
174174 24 Distribution Center for the General Assembly as is required
175175 25 under paragraph (t) of Section 7 of the State Library Act.

188188 2 Sec. 4. (a) The Commission shall publish, during at the
189189 3 convening of each regular session of the General Assembly, a
190190 4 report on the estimated income of the State from all
191191 5 applicable revenue sources for the next ensuing fiscal year
192192 6 and of any other funds estimated to be available for such
193193 7 fiscal year. The Commission, in its discretion, may consult
194194 8 with the Governor's Office of Management and Budget in
195195 9 preparing the report. By On the third Wednesday in March after
196196 10 the session convenes, the Commission shall issue the report
197197 11 required by this Section containing the a revised and updated
198198 12 set of revenue figures reflecting the latest available
199199 13 information. The House and Senate by joint resolution shall
200200 14 adopt or modify such estimates as may be appropriate. The
201201 15 joint resolution shall constitute the General Assembly's
202202 16 estimate, under paragraph (b) of Section 2 of Article VIII of
203203 17 the Constitution, of the funds estimated to be available
204204 18 during the next fiscal year.
205205 19 (b) On the third Wednesday in March or within 14 days after
206206 20 the Governor's budget address, whichever is later, the
207207 21 Commission shall issue estimated:
208208 22 (1) pension funding requirements under P.A. 86-273;
209209 23 and
210210 24 (2) liabilities of the State employee group health
211211 25 insurance program.
