11	11	1 AN ACT concerning safety.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Firearm Owners Identification Card Act is
15	15	5 amended by changing Section 7 as follows:
16	16	6 (430 ILCS 65/7) (from Ch. 38, par. 83-7)
17	17	7 Sec. 7. Validity of Firearm Owner's Identification Card.
18	18	8 (a) Except as provided in Section 8 of this Act or
19	19	9 elsewhere in this Section, a Firearm Owner's Identification
20	20	10 Card issued under the provisions of this Act shall be valid for
21	21	11 the person to whom it is issued for a period of 10 years from
22	22	12 the date of issuance. Unless the person no longer meets the
23	23	13 requirements or becomes subject to suspension or revocation
24	24	14 under this Act, a card issued under an application made as
25	25	15 provided in subsection (a-25) of Section 4 shall remain valid
26	26	16 if the person meets the requirements of subsection (b-5) of
27	27	17 Section 3.1.
28	28	18 (b) If a renewal application is submitted to the
29	29	19 Department before the expiration date of the applicant's
30	30	20 current Firearm Owner's Identification Card, the Firearm
31	31	21 Owner's Identification Card shall remain valid, unless the
32	32	22 person is subject to or becomes subject to revocation under

69	69	2 a card issued under a renewal application made as provided in
70	70	3 subsection (a-25) of Section 4 shall remain valid if the
71	71	4 person meets the implementation requirements of Section 3.1.
72	72	5 (c) Beginning January 1, 2022, if the Firearm Owner's
73	73	6 Identification Card of a licensee under the Firearm Concealed
74	74	7 Carry Act expires during the term of the licensee's concealed
75	75	8 carry license, the Firearm Owner's Identification Card and the
76	76	9 license remain valid during the validity of the concealed
77	77	10 carry license and the licensee does not have to renew his or
78	78	11 her Firearm Owner's Identification Card, if the Firearm
79	79	12 Owner's Identification Card has not been otherwise renewed as
80	80	13 provided in this Act. Unless the Illinois State Police has
81	81	14 reason to believe the licensee is no longer eligible for the
82	82	15 card, the Illinois State Police may automatically renew the
83	83	16 licensee's Firearm Owner's Identification Card.
84	84	17 (d) If a Firearm Owner's Identification Card is issued to
85	85	18 a holder under 21 years of age, then that Firearm Owner's
86	86	19 Identification Card shall expire on the holder's 21st birthday
87	87	20 or 10 years from the date of issuance, whichever is earlier.
88	88	21 Thereafter, the expiration and term of the Firearm Owner's
89	89	22 Identification Card shall be governed by subsection (a).
