| 14 | 14 | | 4 Section 5. The Firearm Concealed Carry Act is amended by |

| 15 | 15 | | 5 changing Section 5 as follows: |

| 17 | 17 | | 7 Sec. 5. Definitions. As used in this Act: |
|---|
| 18 | 18 | | 8 "Applicant" means a person who is applying for a license |
|---|
| 19 | 19 | | 9 to carry a concealed firearm under this Act. |
|---|
| 20 | 20 | | 10 "Board" means the Concealed Carry Licensing Review Board. |
|---|
| 21 | 21 | | 11 "Concealed firearm" means a loaded or unloaded handgun |
|---|
| 22 | 22 | | 12 carried on or about a person completely or mostly concealed |
|---|
| 23 | 23 | | 13 from view of the public or on or about a person within a |
|---|
| 24 | 24 | | 14 vehicle. |
|---|
| 25 | 25 | | 15 "Director" means the Director of the Illinois State |
|---|
| 26 | 26 | | 16 Police. |
|---|
| 27 | 27 | | 17 "Handgun" means any device which is designed to expel a |
|---|
| 28 | 28 | | 18 projectile or projectiles by the action of an explosion, |
|---|
| 29 | 29 | | 19 expansion of gas, or escape of gas that is designed to be held |
|---|
| 30 | 30 | | 20 and fired by the use of a single hand. "Handgun" includes a |
|---|
| 31 | 31 | | 21 stun gun or taser. "Handgun" does not include: |

| 32 | 32 | | 22 (1) (blank); a stun gun or taser; |

| 33 | 33 | | 23 (2) a machine gun as defined in item (i) of paragraph |

|---|
| 79 | 79 | | 12 "Law enforcement agency" means any federal, State, or |
|---|
| 80 | 80 | | 13 local law enforcement agency, including offices of State's |
|---|
| 81 | 81 | | 14 Attorneys and the Office of the Attorney General. |
|---|
| 82 | 82 | | 15 "License" means a license issued by the Illinois State |
|---|
| 83 | 83 | | 16 Police to carry a concealed handgun. |
|---|
| 84 | 84 | | 17 "Licensee" means a person issued a license to carry a |
|---|
| 85 | 85 | | 18 concealed handgun. |
|---|
| 86 | 86 | | 19 "Municipality" has the meaning ascribed to it in Section 1 |
|---|
| 87 | 87 | | 20 of Article VII of the Illinois Constitution. |
|---|
| 88 | 88 | | 21 "Unit of local government" has the meaning ascribed to it |
