1111 1 AN ACT concerning safety.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Firearm Concealed Carry Act is amended by
1515 5 changing Section 5 as follows:

1717 7 Sec. 5. Definitions. As used in this Act:
1818 8 "Applicant" means a person who is applying for a license
1919 9 to carry a concealed firearm under this Act.
2020 10 "Board" means the Concealed Carry Licensing Review Board.
2121 11 "Concealed firearm" means a loaded or unloaded handgun
2222 12 carried on or about a person completely or mostly concealed
2323 13 from view of the public or on or about a person within a
2424 14 vehicle.
2525 15 "Director" means the Director of the Illinois State
2626 16 Police.
2727 17 "Handgun" means any device which is designed to expel a
2828 18 projectile or projectiles by the action of an explosion,
2929 19 expansion of gas, or escape of gas that is designed to be held
3030 20 and fired by the use of a single hand. "Handgun" includes a
3131 21 stun gun or taser. "Handgun" does not include:
3232 22 (1) (blank); a stun gun or taser;
3333 23 (2) a machine gun as defined in item (i) of paragraph

6868 1 (7) of subsection (a) of Section 24-1 of the Criminal Code
6969 2 of 2012;
7070 3 (3) a short-barreled rifle or shotgun as defined in
7171 4 item (ii) of paragraph (7) of subsection (a) of Section
7272 5 24-1 of the Criminal Code of 2012; or
7373 6 (4) any pneumatic gun, spring gun, paint ball gun, or
7474 7 B-B gun which expels a single globular projectile not
7575 8 exceeding .18 inch in diameter, or which has a maximum
7676 9 muzzle velocity of less than 700 feet per second, or which
7777 10 expels breakable paint balls containing washable marking
7878 11 colors.
7979 12 "Law enforcement agency" means any federal, State, or
8080 13 local law enforcement agency, including offices of State's
8181 14 Attorneys and the Office of the Attorney General.
8282 15 "License" means a license issued by the Illinois State
8383 16 Police to carry a concealed handgun.
8484 17 "Licensee" means a person issued a license to carry a
8585 18 concealed handgun.
8686 19 "Municipality" has the meaning ascribed to it in Section 1
8787 20 of Article VII of the Illinois Constitution.
8888 21 "Unit of local government" has the meaning ascribed to it
8989 22 in Section 1 of Article VII of the Illinois Constitution.
