The Act mandates producers to adopt minimum recyclable materials standards based on available infrastructure and markets. Additionally, the Prairie Research Institute will conduct a statewide needs assessment to identify current gaps and develop financially practical solutions for enhancing recycling services throughout the state.
House Bill 2874, known as the Packaging and Paper Products Stewardship Act, is designed to enhance recycling efforts and reduce packaging waste in Illinois. It establishes a producer responsibility framework wherein a Producer Responsibility Organization (PRO) will develop and manage programs aimed at improving recycling rates. The bill tasks the Illinois Environmental Protection Agency (IEPA) with administrative support and oversight of these programs, ensuring that producers follow state regulations and work toward set recycling goals.
