11	11	1 AN ACT concerning gaming.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Illinois Horse Racing Act of 1975 is
15	15	5 amended by changing Section 19.5 as follows:

17	17	7 Sec. 19.5. Standardbred racetrack in Cook County.
18	18	8 Notwithstanding anything in this Act to the contrary, in
19	19	9 addition to organization licenses issued by the Board on
20	20	10 December 17, 2021 (the effective date of Public Act 102-689)
21	21	11 this amendatory Act of the 101st General Assembly, the Board
22	22	12 shall issue an organization license limited to standardbred
23	23	13 racing to a racetrack located in one of the following
24	24	14 townships of Cook County: Bloom, Bremen, Calumet, Orland,
25	25	15 Rich, Thornton, or Worth. Before June 29, 2023, this This
26	26	16 additional organization license shall not be issued within a
27	27	17 35-mile radius of another organization license issued by the
28	28	18 Board on the effective date of this amendatory Act of the 101st
29	29	19 General Assembly, unless the person having operating control
30	30	20 of such racetrack has given written consent to the
31	31	21 organization licensee applicant, which consent must be filed
32	32	22 with the Board at or prior to the time application is made. The

68	68	1 Board and the Board may grant the organization license at any
69	69	2 meeting of the Board. The Board shall examine the application
70	70	3 within 21 days after receipt of the application with respect
71	71	4 to its conformity with this Act and the rules adopted by the
72	72	5 Board. If the application does not comply with this Act or the
73	73	6 rules adopted by the Board, the application may be rejected
74	74	7 and an organization license refused to the applicant, or the
75	75	8 Board may, within 21 days after receipt of the application,
76	76	9 advise the applicant of the deficiencies of the application
77	77	10 under the Act or the rules of the Board and require the
78	78	11 submittal of an amended application within a reasonable time
79	79	12 determined by the Board; upon submittal of the amended
80	80	13 application by the applicant, the Board may consider the
81	81	14 application consistent with the process described in
82	82	15 subsection (e-5) of Section 20. If the application is found to
83	83	16 be in compliance with this Act and the rules of the Board, the
84	84	17 Board shall then issue an organization license to the
85	85	18 applicant. Once the organization license is granted, the
86	86	19 licensee shall have all of the current and future rights of
87	87	20 existing Illinois racetracks, including, but not limited to,
88	88	21 the ability to obtain an inter-track wagering license, the
89	89	22 ability to obtain inter-track wagering location licenses, the
90	90	23 ability to obtain an organization gaming license pursuant to
91	91	24 the Illinois Gambling Act with 1,200 gaming positions, and the
92	92	25 ability to offer Internet wagering on horse racing.
