11	11	1 AN ACT concerning government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 1. Short title. This Act may be cited as the
15	15	5 Freedom from COVID-19 Vaccination for State Employees Act.
16	16	6 Section 5. Definitions. As used in this Act:
17	17	7 "Appointee" means a person appointed to a position in or
18	18	8 with a State agency, regardless of whether the position is
19	19	9 compensated.
20	20	10 "COVID-19 vaccination" means any vaccination that is
21	21	11 intended to provide or improve acquired immunity from the
22	22	12 Severe Acute Respiratory Syndrome Coronavirus 2 (SARS-CoV-2)
23	23	13 virus or any variant of that virus.
24	24	14 "Employee" means (i) any person employed full-time,
25	25	15 part-time, or under a contract and whose employment duties are
26	26	16 subject to the direction and control of an employer with
27	27	17 regard to the material details of how the work is to be
28	28	18 performed, (ii) any appointed or elected commissioner,
29	29	19 trustee, director, or board member of a board of a State
30	30	20 agency, including any retirement system or investment board
31	31	21 subject to the Illinois Pension Code, or (iii) any other
32	32	22 appointee.
33	33	23 "State agency" has the meaning ascribed to that term in
