1111 1 AN ACT concerning regulation.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Clinical Psychologist Licensing Act is
1515 5 amended by changing Section 13 as follows:
1616 6 (225 ILCS 15/13) (from Ch. 111, par. 5363)
1717 7 (Section scheduled to be repealed on January 1, 2027)
1818 8 Sec. 13. License renewal; restoration.
1919 9 (a) The expiration date and renewal period for each
2020 10 license issued under this Act shall be set by rule. Every
2121 11 holder of a license under this Act may renew such license
2222 12 during the 90-day period immediately preceding the expiration
2323 13 date thereof upon payment of the required renewal fees and
2424 14 demonstrating compliance with any continuing education
2525 15 requirements.
2626 16 For an individual licensed under this Act, 24 hours of
2727 17 continuing education credits are required for every 2-year
2828 18 licensing period. Of the 24 hours of continuing education
2929 19 required under this Section:
3030 20 (1) at least 3 of the required hours shall include
3131 21 content related to ethics; and
3232 22 (2) at least 3 of the required hours shall include
3333 23 content related to diversity.

6868 1 Continuing education credit hours shall not be required to be
6969 2 completed in person. The Department shall adopt rules
7070 3 establishing minimum requirements of continuing education and
7171 4 means for verification of the completion of the continuing
7272 5 education requirements. The Department may, by rule, specify
7373 6 circumstances under which the continuing education
7474 7 requirements may be waived.
7575 8 A clinical psychologist who has permitted his or her
7676 9 license to expire or who has had his or her license on inactive
7777 10 status may have his or her license restored by making
7878 11 application to the Department and filing proof acceptable to
7979 12 the Department, as defined by rule, of his or her fitness to
8080 13 have his or her license restored, including evidence
8181 14 certifying to active practice in another jurisdiction
8282 15 satisfactory to the Department and by paying the required
8383 16 restoration fee.
8484 17 If the clinical psychologist has not maintained an active
8585 18 practice in another jurisdiction satisfactory to the
8686 19 Department, the Board shall determine, by an evaluation
8787 20 program established by rule, his or her fitness to resume
8888 21 active status and may require the clinical psychologist to
8989 22 complete a period of supervised professional experience and
9090 23 may require successful completion of an examination.
9191 24 However, any clinical psychologist whose license expired
9292 25 while he or she was (1) in Federal Service on active duty with
9393 26 the Armed Forces of the United States, or the State Militia

104104 1 called into service or training, or (2) in training or
105105 2 education under the supervision of the United States
106106 3 preliminary to induction into the military service, may have
107107 4 his or her license renewed or restored without paying any
108108 5 lapsed renewal fees if within 2 years after honorable
109109 6 termination of such service, training or education he or she
110110 7 furnishes the Department with satisfactory evidence to the
111111 8 effect that he or she has been so engaged and that his or her
112112 9 service, training or education has been so terminated.
113113 10 (b) Notwithstanding any other provision of law, the
114114 11 following requirements for restoration of an inactive or
115115 12 expired license of less than 5 years as set forth in subsection
116116 13 (a) are suspended for any licensed clinical psychologist who
117117 14 has had no disciplinary action taken against his or her
118118 15 license in this State or in any other jurisdiction during the
119119 16 entire period of licensure: proof of fitness, certification of
120120 17 active practice in another jurisdiction, and the payment of a
121121 18 renewal fee. An individual may not restore his or her license
122122 19 in accordance with this subsection more than once.
