1414 1 AN ACT concerning elections.
1515 2 Be it enacted by the People of the State of Illinois,
1616 3 represented in the General Assembly:
1717 4 Section 5. The Election Code is amended by adding Section
1818 5 2A-1.1d as follows:

2020 7 Sec. 2A-1.1d. General Election Day State holiday.
2121 8 Notwithstanding any other provision of State law to the
2222 9 contrary, the date of the general election on the first
2323 10 Tuesday after the first Monday of November in even years shall
2424 11 be a State holiday known as General Election Day and shall be
2525 12 observed throughout the State. General Election Day is a legal
2626 13 school holiday for purposes of the School Code and State
2727 14 Universities Civil Service Act. Any school closed for General
2828 15 Election Day shall be made available to an election authority
2929 16 as a polling place for General Election Day.

9191 17 contrary, November 3, 2020 shall be a State holiday known as
9292 18 2020 General Election Day and shall be observed throughout the
9393 19 State pursuant to this amendatory Act of the 101st General
9494 20 Assembly.

111111 3 (a) Teachers shall not be required to teach on Saturdays,

115115 7 because of an emergency or for the continued operation and
116116 8 maintenance of school facilities or property, be required to
117117 9 work on legal school holidays, which are January 1, New Year's
118118 10 Day; the third Monday in January, the Birthday of Dr. Martin
119119 11 Luther King, Jr.; February 12, the Birthday of President
120120 12 Abraham Lincoln; the first Monday in March (to be known as
121121 13 Casimir Pulaski's birthday); Good Friday; the day designated
122122 14 as Memorial Day by federal law; June 19, Juneteenth National
123123 15 Freedom Day; July 4, Independence Day; the first Monday in
124124 16 September, Labor Day; the second Monday in October, Columbus
125125 17 Day; the first Tuesday after the first Monday of November in
126126 18 even years, General Election Day; November 11, Veterans' Day;
127127 19 the Thursday in November commonly called Thanksgiving Day; and
128128 20 December 25, Christmas Day. School boards may grant special
129129 21 holidays whenever in their judgment such action is advisable.
130130 22 No deduction shall be made from the time or compensation of a
131131 23 school employee on account of any legal or special holiday.
132132 24 (b) A school board or other entity eligible to apply for
133133 25 waivers and modifications under Section 2-3.25g of this Code

145145 1 parent-teacher conferences, or staff development on the third
146146 2 Monday in January (the Birthday of Dr. Martin Luther King,
147147 3 Jr.); February 12 (the Birthday of President Abraham Lincoln);
148148 4 the first Monday in March (known as Casimir Pulaski's
149149 5 birthday); the second Monday in October (Columbus Day); and
150150 6 November 11 (Veterans' Day), provided that:
151151 7 (1) the person or persons honored by the holiday are
152152 8 recognized through instructional activities conducted on
153153 9 that day or, if the day is not used for student attendance,
154154 10 on the first school day preceding or following that day;

156156 12 (2) the entity that chooses to exercise this authority
157157 13 first holds a public hearing about the proposal. The
158158 14 entity shall provide notice preceding the public hearing
159159 15 to both educators and parents. The notice shall set forth
160160 16 the time, date, and place of the hearing, describe the
161161 17 proposal, and indicate that the entity will take testimony
162162 18 from educators and parents about the proposal.
163163 19 (c) Commemorative holidays, which recognize specified
164164 20 patriotic, civic, cultural or historical persons, activities,
165165 21 or events, are regular school days. Commemorative holidays
166166 22 are: January 17 (the birthday of Muhammad Ali), January 28 (to
167167 23 be known as Christa McAuliffe Day and observed as a
168168 24 commemoration of space exploration), February 15 (the birthday
169169 25 of Susan B. Anthony), March 29 (Viet Nam War Veterans' Day),
170170 26 September 11 (September 11th Day of Remembrance), the school

181181 1 day immediately preceding Veterans' Day (Korean War Veterans'
182182 2 Day), October 1 (Recycling Day), October 7 (Iraq and
183183 3 Afghanistan Veterans Remembrance Day), December 7 (Pearl

185185 5 President or Governor. School boards may establish
186186 6 commemorative holidays whenever in their judgment such action
187187 7 is advisable. School boards shall include instruction relative
188188 8 to commemorated persons, activities, or events on the
189189 9 commemorative holiday or at any other time during the school
190190 10 year and at any point in the curriculum when such instruction
191191 11 may be deemed appropriate. The State Board of Education shall
192192 12 prepare and make available to school boards instructional
193193 13 materials relative to commemorated persons, activities, or
194194 14 events which may be used by school boards in conjunction with
195195 15 any instruction provided pursuant to this paragraph.
196196 16 (d) City of Chicago School District 299 shall observe
197197 17 March 4 of each year as a commemorative holiday. This holiday
198198 18 shall be known as Mayors' Day which shall be a day to
199199 19 commemorate and be reminded of the past Chief Executive
200200 20 Officers of the City of Chicago, and in particular the late
201201 21 Mayor Richard J. Daley and the late Mayor Harold Washington.
202202 22 If March 4 falls on a Saturday or Sunday, Mayors' Day shall be
203203 23 observed on the following Monday.
204204 24 (e) Notwithstanding any other provision of State law to
205205 25 the contrary, November 3, 2020 shall be a State holiday known
206206 26 as 2020 General Election Day and shall be observed throughout

254254 4 Craft and trade employees subject to this Act shall be paid for
255255 5 all paid holidays included in their area agreement, and will
256256 6 be paid for all five holidays designated by their employer

259259 9 Notwithstanding any other provision of State law to the
260260 10 contrary, November 3, 2020 shall be a State holiday known as
261261 11 2020 General Election Day and shall be observed throughout the
