1111 1 AN ACT concerning public aid.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Illinois Public Aid Code is amended by
1515 5 changing Section 12-8 as follows:
1616 6 (305 ILCS 5/12-8) (from Ch. 23, par. 12-8)
1717 7 Sec. 12-8. Public Assistance Emergency Revolving Fund -
1818 8 Uses. The Public Assistance Emergency Revolving Fund,
1919 9 established by Act approved July 8, 1955 shall be held by the
2020 10 Illinois Department and shall be used for the following
2121 11 purposes:
2222 12 1. To provide immediate financial aid to applicants in
2323 13 acute need who have been determined eligible for aid under
2424 14 Articles III, IV, or V.
2525 15 2. To provide emergency aid to recipients under said
2626 16 Articles who have failed to receive their grants because
2727 17 of mail box or other thefts, or who are victims of a
2828 18 burnout, eviction, or other circumstances causing
2929 19 privation, in which cases the delays incident to the
3030 20 issuance of grants from appropriations would cause
3131 21 hardship and suffering.
3232 22 3. To provide emergency aid for transportation, meals
3333 23 and lodging to applicants who are referred to cities other

7070 3 incapacity of the parent of a dependent child.
7171 4 4. To provide emergency transportation expense
7272 5 allowances to recipients engaged in vocational training
7373 6 and rehabilitation projects.
7474 7 5. To assist public aid applicants in obtaining copies
7575 8 of birth certificates, death certificates, marriage
7676 9 licenses or other similar legal documents which may
7777 10 facilitate the verification of eligibility for public aid
7878 11 under this Code.
7979 12 6. To provide immediate payments to current or former
8080 13 recipients of child support enforcement services, or
8181 14 refunds to responsible relatives, for child support made
8282 15 to the Illinois Department under Title IV-D of the Social
8383 16 Security Act when such recipients of services or
8484 17 responsible relatives are legally entitled to all or part
8585 18 of such child support payments under applicable State or
8686 19 federal law.
8787 20 7. To provide payments to individuals or providers of
8888 21 transportation to and from medical care for the benefit of
8989 22 recipients under Articles III, IV, V, and VI.
9090 23 8. To provide immediate payment of fees, as follows:
9191 24 (A) To sheriffs and other public officials
9292 25 authorized by law to serve process in judicial and
9393 26 administrative child support actions in the State of

105105 2 (B) To county clerks, recorders of deeds, and
106106 3 other public officials and keepers of real property
107107 4 records in order to perfect and release real property
108108 5 liens.
109109 6 (C) To State and local officials in connection
110110 7 with the processing of Qualified Illinois Domestic
111111 8 Relations Orders.
112112 9 (D) To the State Registrar of Vital Records, local
113113 10 registrars of vital records, or other public officials
114114 11 and keepers of voluntary acknowledgement of paternity
115115 12 forms.
116116 13 Disbursements from the Public Assistance Emergency
117117 14 Revolving Fund shall be made by the Illinois Department.
118118 15 Expenditures from the Public Assistance Emergency
119119 16 Revolving Fund shall be for purposes which are properly
120120 17 chargeable to appropriations made to the Illinois Department,
121121 18 or, in the case of payments under subparagraphs 6 and 8, to the
122122 19 Child Support Enforcement Trust Fund or the Child Support
123123 20 Administrative Fund, except that no expenditure, other than
124124 21 payment of the fees provided for under subparagraph 8 of this
125125 22 Section, shall be made for purposes which are properly
126126 23 chargeable to appropriations for the following objects:
127127 24 personal services; extra help; state contributions to
128128 25 retirement system; state contributions to Social Security;
129129 26 state contributions for employee group insurance; contractual

140140 1 services; travel; commodities; printing; equipment; electronic
141141 2 data processing; operation of auto equipment;
142142 3 telecommunications services; library books; and refunds. The
143143 4 Illinois Department shall reimburse the Public Assistance
144144 5 Emergency Revolving Fund by warrants drawn by the State
145145 6 Comptroller on the appropriation or appropriations which are
146146 7 so chargeable, or, in the case of payments under subparagraphs
147147 8 6 and 8, by warrants drawn on the Child Support Enforcement
148148 9 Trust Fund or the Child Support Administrative Fund, payable
149149 10 to the Revolving Fund.
