11	11	1 AN ACT concerning public aid.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Illinois Public Aid Code is amended by
15	15	5 changing Section 12-8 as follows:
16	16	6 (305 ILCS 5/12-8) (from Ch. 23, par. 12-8)
17	17	7 Sec. 12-8. Public Assistance Emergency Revolving Fund -
18	18	8 Uses. The Public Assistance Emergency Revolving Fund,
19	19	9 established by Act approved July 8, 1955 shall be held by the
20	20	10 Illinois Department and shall be used for the following
21	21	11 purposes:
22	22	12 1. To provide immediate financial aid to applicants in
23	23	13 acute need who have been determined eligible for aid under
24	24	14 Articles III, IV, or V.
25	25	15 2. To provide emergency aid to recipients under said
26	26	16 Articles who have failed to receive their grants because
27	27	17 of mail box or other thefts, or who are victims of a
28	28	18 burnout, eviction, or other circumstances causing
29	29	19 privation, in which cases the delays incident to the
30	30	20 issuance of grants from appropriations would cause
31	31	21 hardship and suffering.
32	32	22 3. To provide emergency aid for transportation, meals
33	33	23 and lodging to applicants who are referred to cities other

69	69	2 establish blindness or disability, or to determine the
70	70	3 incapacity of the parent of a dependent child.
71	71	4 4. To provide emergency transportation expense
72	72	5 allowances to recipients engaged in vocational training
73	73	6 and rehabilitation projects.
74	74	7 5. To assist public aid applicants in obtaining copies
75	75	8 of birth certificates, death certificates, marriage
76	76	9 licenses or other similar legal documents which may
77	77	10 facilitate the verification of eligibility for public aid
78	78	11 under this Code.
79	79	12 6. To provide immediate payments to current or former
80	80	13 recipients of child support enforcement services, or
81	81	14 refunds to responsible relatives, for child support made
82	82	15 to the Illinois Department under Title IV-D of the Social
83	83	16 Security Act when such recipients of services or
84	84	17 responsible relatives are legally entitled to all or part
85	85	18 of such child support payments under applicable State or
86	86	19 federal law.
87	87	20 7. To provide payments to individuals or providers of
88	88	21 transportation to and from medical care for the benefit of
89	89	22 recipients under Articles III, IV, V, and VI.
90	90	23 8. To provide immediate payment of fees, as follows:
91	91	24 (A) To sheriffs and other public officials
92	92	25 authorized by law to serve process in judicial and
93	93	26 administrative child support actions in the State of

104	104	1 Illinois and other states.
105	105	2 (B) To county clerks, recorders of deeds, and
106	106	3 other public officials and keepers of real property
107	107	4 records in order to perfect and release real property
108	108	5 liens.
109	109	6 (C) To State and local officials in connection
110	110	7 with the processing of Qualified Illinois Domestic
111	111	8 Relations Orders.
112	112	9 (D) To the State Registrar of Vital Records, local
113	113	10 registrars of vital records, or other public officials
114	114	11 and keepers of voluntary acknowledgement of paternity
115	115	12 forms.
116	116	13 Disbursements from the Public Assistance Emergency
117	117	14 Revolving Fund shall be made by the Illinois Department.
118	118	15 Expenditures from the Public Assistance Emergency
119	119	16 Revolving Fund shall be for purposes which are properly
120	120	17 chargeable to appropriations made to the Illinois Department,
121	121	18 or, in the case of payments under subparagraphs 6 and 8, to the
122	122	19 Child Support Enforcement Trust Fund or the Child Support
123	123	20 Administrative Fund, except that no expenditure, other than
124	124	21 payment of the fees provided for under subparagraph 8 of this
125	125	22 Section, shall be made for purposes which are properly
126	126	23 chargeable to appropriations for the following objects:
127	127	24 personal services; extra help; state contributions to
128	128	25 retirement system; state contributions to Social Security;
129	129	26 state contributions for employee group insurance; contractual

140	140	1 services; travel; commodities; printing; equipment; electronic
141	141	2 data processing; operation of auto equipment;
142	142	3 telecommunications services; library books; and refunds. The
143	143	4 Illinois Department shall reimburse the Public Assistance
144	144	5 Emergency Revolving Fund by warrants drawn by the State
145	145	6 Comptroller on the appropriation or appropriations which are
146	146	7 so chargeable, or, in the case of payments under subparagraphs
147	147	8 6 and 8, by warrants drawn on the Child Support Enforcement
148	148	9 Trust Fund or the Child Support Administrative Fund, payable
149	149	10 to the Revolving Fund.
