11	11	1 AN ACT concerning State government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The State Library Act is amended by changing
15	15	5 Section 21 as follows:
16	16	6 (15 ILCS 320/21) (from Ch. 128, par. 121)
17	17	7 Sec. 21. Publications and lists; deposits by State
18	18	8 agencies.
19	19	9 (a) All State agencies shall provide and deposit with the
20	20	10 the Illinois State Library sufficient copies of all
21	21	11 publications issued by such State agencies for its collection
22	22	12 and for exchange purposes. The State Librarian shall by rule
23	23	13 or regulation specify the number of copies required and the
24	24	14 publications that must be deposited. The number of paper
25	25	15 copies of a publication that must be deposited may be reduced
26	26	16 if the documents are also submitted in an electric format
27	27	17 specified by the Illinois State Library. The State Librarian
28	28	18 shall set by rule the standard to be used for electronic data
29	29	19 exchange among State agencies and the State Library.
30	30	20 (b) For the purposes of this Section:
31	31	21 "State agencies" means every State office, official,
32	32	22 department, division, section, unit, service, bureau, board,
33	33	23 commission, committee, and subdivision thereof of all branches

69	69	2 appropriations of State funds.
70	70	3 "Publications" means any document, report, directory,
71	71	4 bibliography, rule, regulation, newsletter, pamphlet,
72	72	5 brochure, periodical or other printed material paid for in
73	73	6 whole or in part by funds appropriated by the General Assembly
74	74	7 or issued at the request of a State agency, excepting however,
75	75	8 correspondence, inter-office memoranda, and confidential
76	76	9 publications.
77	77	10 "Published material" means publications in print and
78	78	11 electronic formats duplicated by any means of duplication,
79	79	12 including material downloaded from a publicly accessible
80	80	13 electronic network.
81	81	14 (c) The State Librarian shall from time to time provide a
82	82	15 listing, electronically, in printed form, or in both formats,
83	83	16 of the publications received by him or her under this Act.
