315 1 AN ACT concerning education.
416 2 Be it enacted by the People of the State of Illinois,
517 3 represented in the General Assembly:
6-4 Section 1. Findings. The General Assembly makes all of the
7-5 following findings:
8-6 (1) Literacy is not only critical for individuals'
9-7 ability to earn income, secure housing, participate in
10-8 their healthcare, support their children's education,
11-9 pursue happiness, and navigate the world but also
12-10 collectively foundational to our community and democracy.
13-11 (2) The World Literacy Foundation found that low
14-12 literacy is a major contributor to inequality and
15-13 increases the likelihood of poor physical and mental
16-14 health, workplace accidents, misuse of medication,
17-15 participation in crime, and welfare dependency, all of
18-16 which have substantial additional social and economic
19-17 costs.
20-18 (3) Fifty percent of Illinois' third graders met,
21-19 exceeded, or approached learning standards in English
22-20 language arts according to the Illinois Assessment of
23-21 Readiness with the other half of students not meeting or
24-22 partially meeting standards; this represents a 10
25-23 percentage-point swing from the 2019 pre-pandemic rates
26-24 when 60% of students met, exceeded, or approached learning
18+4 Section 1. Short title. This Act may be cited as the
19+5 Literacy and Justice for All Act.

36-2 (4) Thirty-three percent of Illinois' fourth graders
37-3 achieved proficient or advanced reading scores on the 2022
38-4 National Assessment of Educational Progress with another
39-5 29% meeting basic reading proficiency and the remaining
40-6 38% scoring below basic reading proficiency.
41-7 (5) Research from the Annie E. Casey Institute found
42-8 that students who are not proficient readers in third
43-9 grade are 4 times more likely not to finish high school; if
44-10 those students are from low-income families, they are more
45-11 than 6 times more likely not to finish high school.
46-12 (6) Research consistently finds that a diverse,
47-13 well-trained, and expanding pool of teachers, in
48-14 conjunction with curricula responsive to the strengths and
49-15 needs of diverse student populations, improves educational
50-16 outcomes for all students.
51-17 (7) An appropriate curriculum blends the learning
52-18 needs of students with their developmental needs and
53-19 increases in complexity with every new stage of childhood.
54-20 (8) Oral language development is a prerequisite for
55-21 reading and writing that is nurtured from birth through
56-22 talking, reading, story-telling, singing, nursery rhymes,
57-23 and other language exposure and, as younger children
58-24 develop, through intentional dialogue with rich
59-25 vocabulary; home visiting programs, access to books,
60-26 high-quality childcare and preschool, and lived

84-14 (11) English learners benefit from a comprehensive
85-15 literacy approach that recognizes the value of
86-16 multilingualism by enveloping all areas of literacy
87-17 instruction with a deep focus on oral language development
88-18 and encouraging students to make connections between
89-19 English and their home language.
90-20 (12) Teachers deserve the tools to be knowledgeable
91-21 about the cultural practices and language system of the
92-22 children they serve, including those children who speak
93-23 language variations of English, such as African-American
94-24 English (AAE); AAE has a linguistic structure that is a
95-25 systematic and rule-governed variation of General American
96-26 English.

113-7 comprehension that includes syntax and building background
114-8 or content knowledge, is highly effective in teaching
115-9 young children to read.
116-10 (14) High literacy achievement across all demographic
117-11 groups is an essential indicator of educational equity
118-12 within this State; strengthening early literacy
119-13 instruction and support for students in Illinois will pay
120-14 dividends in the future by empowering students, providing
121-15 the skills they will need to graduate, find fulfilling
122-16 careers, and be productive members of their communities
123-17 and of our democracy.
124-18 (15) Ensuring that every child has access to
125-19 high-quality, research-aligned, developmentally
126-20 appropriate reading instruction implemented using a
127-21 comprehensive approach is a foundational component of this
128-22 State's public education system and a responsibility
129-23 shared among federal, State, and local education agencies.
130-24 Section 5. Short title. This Act may be cited as the

144190 3 (a) The State Board of Education shall adopt and make

164210 23 structures for training and deploying literacy coaches to
165211 24 support teachers and close opportunity gaps among student

177-1 (b) On or before September 1, 2024, the State Board of

179-3 opportunities in teaching reading aligned with the
180-4 comprehensive literacy plan described in subsection (c) of
181-5 this Section and consistent with State learning standards.
182-6 This support shall include:
183-7 (1) development of a microcredential or a series of
184-8 microcredentials in literacy instruction aligned with the
185-9 comprehensive literacy plan described in subsection (c) of
186-10 this Section to be affixed to educator licenses upon
187-11 successful demonstration of the skill, completion of the
188-12 required coursework or assessment, or both;
189-13 (2) creation and dissemination of a tool that school
190-14 districts, educators, and the public may use to evaluate
191-15 professional development and training programs related to
192-16 literacy instruction; and
193-17 (3) development of online training modules on literacy
194-18 instruction aligned with the comprehensive literacy plan
195-19 described in subsection (c) of this Section and consistent
196-20 with State learning standards accepted for continuing
197-21 professional development units.
198-22 (c) On or before January 31, 2024, in consultation with
199-23 education stakeholders, the State Board Education shall
200-24 develop and adopt a comprehensive literacy plan for this
201-25 State, which shall be updated as needed. The plan shall, at a
202-26 minimum:

228+6 (spelling), vocabulary development, including morphology, oral
229+7 language development, reading fluency, and reading
230+8 comprehension, including syntax and building background
231+9 (content) knowledge and include rigorous evaluations of
232+10 learning throughout and at the end of the training. This
233+11 support shall include:
234+12 (1) development of a microcredential or a series of
235+13 microcredentials in comprehensive, evidence-based
236+14 literacy instruction to be affixed to professional
237+15 educator licenses upon successful demonstration of the

220-8 literacy, including phonemic awareness, decoding
221-9 (phonics), encoding (spelling), vocabulary development
222-10 including morphology, oracy, reading fluency, and reading
223-11 comprehension including syntax and background and content
224-12 knowledge;
225-13 (4) recommend parameters by which each school district
226-14 or, if applicable, school, to list on its website the
227-15 literacy curricula used in general education classrooms;
228-16 and
229-17 (5) consider core instructional literacy practices as
230-18 well as practices that are specific to special student
231-19 populations and demographic groups, such as diverse
232-20 learners, multilingual learners, and bidialectal students.
233-21 The State Board shall annually compile and post on its
234-22 website information about progress on the comprehensive
235-23 literacy plan.
236-24 Section 90. The School Code is amended by changing
237-25 Sections 2-3.51, 21B-20, 21B-30, and 21B-35 as follows:

334+6 provided with grant funds shall not replace quality classroom
335+7 reading instruction, but shall instead supplement such
336+8 instruction.
337+9 (a-5) Reading Improvement Block Grant Program funds shall
338+10 be used by school districts in the following manner:
339+11 (1) to hire reading specialists, reading teachers, and
340+12 reading aides in order to provide early reading
341+13 intervention in kindergarten through grade 2 and programs
342+14 of continued reading support for students in grades 3
