Requires the Architect of the Capitol, in consultation with the Secretary of State, to conduct a study to determine what may be required to permanently reduce all carbon dioxide and co-pollutant emissions from the Capitol Complex Power Plant, as well as from boilers and other similar sources of those emissions in the legislative complex, to zero through unit retirement or the use of 100% green hydrogen or other similar technologies that are commercially proven to achieve zero carbon emissions. Provides that the study shall be completed no later than July 1, 2024 and shall include a date certain by which the Capitol Complex Power Plant shall be permanently decommissioned. 11	11	1 AN ACT concerning State government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Legislative Commission Reorganization Act
15	15	5 of 1984 is amended by adding Section 8A-16 as follows:
16	16	6 (25 ILCS 130/8A-16 new)
17	17	7 Sec. 8A-16. Legislative complex energy transition. The
18	18	8 Architect of the Capitol, in consultation with the Secretary
19	19	9 of State, shall conduct a study to determine what may be
20	20	10 required to permanently reduce all carbon dioxide and
21	21	11 co-pollutant emissions from the Capitol Complex Power Plant,
22	22	12 as well as from boilers and other similar sources of those
23	23	13 emissions in the legislative complex, to zero through unit
24	24	14 retirement or the use of 100% green hydrogen, as defined in
25	25	15 Section 9.15 of the Environmental Protection Act, or other
26	26	16 similar technologies that are commercially proven to achieve
27	27	17 zero carbon emissions. This study shall be completed no later
28	28	18 than July 1, 2024 and shall include a date certain by which the
29	29	19 Capitol Complex Power Plant shall be permanently
30	30	20 decommissioned. This Section is repealed on July 1, 2025.
