11 103RD GENERAL ASSEMBLY State of Illinois 2023 and 2024 HB3156 Introduced , by Rep. Bob Morgan SYNOPSIS AS INTRODUCED: 25 ILCS 130/8A-16 new Amends the Legislative Commission Reorganization Act. Requires the Architect of the Capitol, in consultation with the Secretary of State, to conduct a study to determine what may be required to permanently reduce all carbon dioxide and co-pollutant emissions from the Capitol Complex Power Plant, as well as from boilers and other similar sources of those emissions in the legislative complex, to zero through unit retirement or the use of 100% green hydrogen or other similar technologies that are commercially proven to achieve zero carbon emissions. Provides that the study shall be completed no later than July 1, 2024 and shall include a date certain by which the Capitol Complex Power Plant shall be permanently decommissioned. 1111 1 AN ACT concerning State government.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Legislative Commission Reorganization Act
1515 5 of 1984 is amended by adding Section 8A-16 as follows:
1616 6 (25 ILCS 130/8A-16 new)
1717 7 Sec. 8A-16. Legislative complex energy transition. The
1818 8 Architect of the Capitol, in consultation with the Secretary
1919 9 of State, shall conduct a study to determine what may be
2020 10 required to permanently reduce all carbon dioxide and
2121 11 co-pollutant emissions from the Capitol Complex Power Plant,
2222 12 as well as from boilers and other similar sources of those
2323 13 emissions in the legislative complex, to zero through unit
2424 14 retirement or the use of 100% green hydrogen, as defined in
2525 15 Section 9.15 of the Environmental Protection Act, or other
2626 16 similar technologies that are commercially proven to achieve
2727 17 zero carbon emissions. This study shall be completed no later
2828 18 than July 1, 2024 and shall include a date certain by which the
2929 19 Capitol Complex Power Plant shall be permanently
3030 20 decommissioned. This Section is repealed on July 1, 2025.
