1111 1 AN ACT concerning criminal law.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Illinois Controlled Substances Act is
1515 5 amended by changing Section 210 as follows:
1616 6 (720 ILCS 570/210) (from Ch. 56 1/2, par. 1210)
1717 7 Sec. 210. (a) The controlled substances listed in this
1818 8 Section are included in Schedule IV.
1919 9 (b) Unless specifically excepted or unless listed in
2020 10 another schedule, any material, compound, mixture, or
2121 11 preparation containing limited quantities of any of the
2222 12 following narcotic drugs, or their salts calculated as the
2323 13 free anhydrous base or alkaloid, as set forth below:
2424 14 (1) Not more than 1 milligram of difenoxin (DEA Drug
2525 15 Code No. 9618) and not less than 25 micrograms of atropine
2626 16 sulfate per dosage unit.
2727 17 (2) Dextropropoxyphene (Alpha-(+)-4-dimethylamino-1,
2828 18 2-diphenyl-3-methyl-2-propionoxybutane).
2929 19 (c) Unless specifically excepted or unless listed in
3030 20 another schedule, any material, compound, mixture, or
3131 21 preparation which contains any quantity of the following
3232 22 substances having a potential for abuse associated with a
3333 23 depressant effect on the central nervous system:

143143 4 (d) Any material, compound, mixture, or preparation which
144144 5 contains any quantity of the following substances, including
145145 6 its salts, isomers (whether optical, position, or geometric),
146146 7 and salts of such isomers, whenever the existence of such
147147 8 salts, isomers and salts of isomers is possible:
148148 9 (1) Fenfluramine.
149149 10 (e) Unless specifically excepted or unless listed in
150150 11 another schedule any material, compound, mixture, or
151151 12 preparation which contains any quantity of the following
152152 13 substances having a stimulant effect on the central nervous
153153 14 system, including its salts, isomers (whether optical,
154154 15 position or geometric), and salts of such isomers whenever the
155155 16 existence of such salts, isomers, and salts of isomers is
156156 17 possible within the specific chemical designation:
157157 18 (1) Cathine ((+)-norpseudoephedrine);
158158 19 (1.1) Diethylpropion;
159159 20 (1.2) Fencamfamin;
160160 21 (1.3) Fenproporex;
161161 22 (2) Mazindol;
162162 23 (2.1) Mefenorex;
163163 24 (3) Phentermine;
164164 25 (4) Pemoline (including organometallic complexes and
165165 26 chelates thereof);

180180 5 (f) Other Substances. Unless specifically excepted or
181181 6 unless listed in another schedule, any material, compound,
182182 7 mixture, or preparation that contains any quantity of the
183183 8 following substance, including its salts:
184184 9 (1) Butorphanol (including its optical isomers).
185185 10 (g) The Department may except by rule any compound,
186186 11 mixture, or preparation containing any depressant substance
187187 12 listed in subsection (b) from the application of all or any
188188 13 part of this Act if the compound, mixture, or preparation
189189 14 contains one or more active medicinal ingredients not having a
190190 15 depressant effect on the central nervous system, and if the
191191 16 admixtures are included therein in combinations, quantity,
192192 17 proportion, or concentration that vitiate the potential for
193193 18 abuse of the substances which have a depressant effect on the
194194 19 central nervous system.
195195 20 (h) Except as otherwise provided in Section 216, any
196196 21 material, compound, mixture, or preparation that contains any
197197 22 quantity of the following substance having a stimulant effect
198198 23 on the central nervous system, including its salts,
199199 24 enantiomers (optical isomers) and salts of enantiomers
200200 25 (optical isomers):
201201 26 (1) Ephedrine, its salts, optical isomers and salts of
