1 AN ACT concerning local government.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Governmental Account Audit Act is amended
5 by adding Section 12 as follows:
6 (50 ILCS 310/12 new)
7 Sec. 12. Inclusion of indebtedness in financial reports
8 and audits.
9 (a) As used in this Section, "indebtedness" includes, but
10 is not limited to, bonded indebtedness, loans, or any other
11 type of obligation for all accounts and funds of the
12 governmental unit.
13 (b) Notwithstanding any other provision of law, every
14 financial report and audit report created by a governmental
15 unit, including, but not limited to, a report provided to the
16 Comptroller, shall include a complete accounting of
17 indebtedness of the governmental unit.
18 Section 10. The Counties Code is amended by adding Section
19 3-13005 as follows:

10 (c) A home rule county may not prepare reports or audits in
11 a manner inconsistent with this Section. This Section is a
12 limitation under subsection (i) of Section 6 of Article VII of
13 the Illinois Constitution on the concurrent exercise by home
14 rule units of powers and functions exercised by the State.
15 Section 15. The Illinois Municipal Code is amended by
16 adding Section 8-1-19 as follows:

1 financial report and audit report created by a municipality,
2 including, but not limited to, a report provided to the
3 Comptroller, shall include a complete accounting of
4 indebtedness of the municipality.
5 (c) A home rule municipality may not prepare reports or
6 audits in a manner inconsistent with this Section. This
7 Section is a limitation under subsection (i) of Section 6 of
8 Article VII of the Illinois Constitution on the concurrent
