13	13	1 AN ACT concerning local government.
14	14	2 Be it enacted by the People of the State of Illinois,
15	15	3 represented in the General Assembly:
16	16	4 Section 5. The Governmental Account Audit Act is amended
17	17	5 by adding Section 12 as follows:
18	18	6 (50 ILCS 310/12 new)
19	19	7 Sec. 12. Inclusion of indebtedness in financial reports
20	20	8 and audits.
21	21	9 (a) As used in this Section, "indebtedness" includes, but
22	22	10 is not limited to, bonded indebtedness, loans, or any other
23	23	11 type of obligation for all accounts and funds of the
24	24	12 governmental unit.
25	25	13 (b) Notwithstanding any other provision of law, every
26	26	14 financial report and audit report created by a governmental
27	27	15 unit, including, but not limited to, a report provided to the
28	28	16 Comptroller, shall include a complete accounting of
29	29	17 indebtedness of the governmental unit.
30	30	18 Section 10. The Counties Code is amended by adding Section
31	31	19 3-13005 as follows:

73	73	2 (a) As used in this Section, "indebtedness" includes, but
74	74	3 is not limited to, bonded indebtedness, loans, or any other

76	76	5 (b) Notwithstanding any other provision of law, every
77	77	6 financial report and audit report created by a county,
78	78	7 including, but not limited to, a report provided to the
79	79	8 Comptroller, shall include a complete accounting of
80	80	9 indebtedness of the county.
81	81	10 (c) A home rule county may not prepare reports or audits in
82	82	11 a manner inconsistent with this Section. This Section is a
83	83	12 limitation under subsection (i) of Section 6 of Article VII of
84	84	13 the Illinois Constitution on the concurrent exercise by home
85	85	14 rule units of powers and functions exercised by the State.
86	86	15 Section 15. The Illinois Municipal Code is amended by
87	87	16 adding Section 8-1-19 as follows:
