11	11	1 AN ACT concerning government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 1. Short title. This Act may be cited as the Seat
15	15	5 of Government Commission Act.
16	16	6 Section 5. Seat of Government Commission.
17	17	7 (a) The Seat of Government Commission is hereby created.
18	18	8 (b) The Commission shall consist of the following members:
19	19	9 (1) 4 members appointed one each by the Speaker of the
20	20	10 House the Representatives, the Minority Leader of the
21	21	11 House of Representatives, the President of the Senate, and
22	22	12 the Minority Leader of the Senate;
23	23	13 (2) 6 members appointed one each by the Governor,
24	24	14 Lieutenant Governor, Attorney General, Secretary of State,
25	25	15 State Comptroller, and State Treasurer;
26	26	16 (3) the Executive Director of the Capital Development
27	27	17 Board or his or her designee;
28	28	18 (4) the Director of Central Management Services or his
29	29	19 or her designee;
30	30	20 (5) the Architect of the Capitol or his or her
31	31	21 designee;
32	32	22 (6) one member appointed by the Mayor of Springfield,

68	68	1 (7) one member appointed by the Sangamon County Board
69	69	2 Chairman; and
70	70	3 (8) three public members, one of whom shall be the
71	71	4 chairperson of the Commission, who reside in Sangamon
72	72	5 County, appointed by the Governor.
73	73	6 (c) Public members of the Commission shall serve 4-year
74	74	7 terms, and shall be eligible for re-appointment. Members shall
75	75	8 otherwise serve at the pleasure of their respective appointing
76	76	9 official and vacancies shall be filled in the same manner as
77	77	10 the initial appointment. Members of the Commission shall serve
78	78	11 without compensation, but may receive reimbursement for
79	79	12 expenses incurred in performing their duties.
80	80	13 (d) The Commission shall meet at least quarterly in
81	81	14 Springfield, Illinois at the times and places as may be
82	82	15 designated by the Commission. The Commission shall develop and
83	83	16 implement policies that provide the public with a reasonable
84	84	17 opportunity to appear before the Commission and speak or
85	85	18 comment on any issue under the jurisdiction of the Commission.
86	86	19 (e) The Office of the Governor shall provide
87	87	20 administrative and other support to the Commission.
88	88	21 Section 10. Duties of the Commission. It shall be the duty
89	89	22 of the Commission to serve as a line of communication between
90	90	23 the State and local officials in the seat of government,
91	91	24 regarding property leases, ownership, and any other issues
92	92	25 deemed relevant to interactions between the State government
