1111 1 AN ACT concerning government.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 1. Short title. This Act may be cited as the Seat
1515 5 of Government Commission Act.
1616 6 Section 5. Seat of Government Commission.
1717 7 (a) The Seat of Government Commission is hereby created.
1818 8 (b) The Commission shall consist of the following members:
1919 9 (1) 4 members appointed one each by the Speaker of the
2020 10 House the Representatives, the Minority Leader of the
2121 11 House of Representatives, the President of the Senate, and
2222 12 the Minority Leader of the Senate;
2323 13 (2) 6 members appointed one each by the Governor,
2424 14 Lieutenant Governor, Attorney General, Secretary of State,
2525 15 State Comptroller, and State Treasurer;
2626 16 (3) the Executive Director of the Capital Development
2727 17 Board or his or her designee;
2828 18 (4) the Director of Central Management Services or his
2929 19 or her designee;
3030 20 (5) the Architect of the Capitol or his or her
3131 21 designee;
3232 22 (6) one member appointed by the Mayor of Springfield,

6868 1 (7) one member appointed by the Sangamon County Board
6969 2 Chairman; and
7070 3 (8) three public members, one of whom shall be the
7171 4 chairperson of the Commission, who reside in Sangamon
7272 5 County, appointed by the Governor.
7373 6 (c) Public members of the Commission shall serve 4-year
7474 7 terms, and shall be eligible for re-appointment. Members shall
7575 8 otherwise serve at the pleasure of their respective appointing
7676 9 official and vacancies shall be filled in the same manner as
7777 10 the initial appointment. Members of the Commission shall serve
7878 11 without compensation, but may receive reimbursement for
7979 12 expenses incurred in performing their duties.
8080 13 (d) The Commission shall meet at least quarterly in
8181 14 Springfield, Illinois at the times and places as may be
8282 15 designated by the Commission. The Commission shall develop and
8383 16 implement policies that provide the public with a reasonable
8484 17 opportunity to appear before the Commission and speak or
8585 18 comment on any issue under the jurisdiction of the Commission.
8686 19 (e) The Office of the Governor shall provide
8787 20 administrative and other support to the Commission.
8888 21 Section 10. Duties of the Commission. It shall be the duty
8989 22 of the Commission to serve as a line of communication between
9090 23 the State and local officials in the seat of government,
9191 24 regarding property leases, ownership, and any other issues
9292 25 deemed relevant to interactions between the State government
