1111 1 AN ACT concerning transportation.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Illinois Vehicle Code is amended by
1515 5 changing Section 3-699.14 as follows:

1717 7 Sec. 3-699.14. Universal special license plates.
1818 8 (a) In addition to any other special license plate, the
1919 9 Secretary, upon receipt of all applicable fees and
2020 10 applications made in the form prescribed by the Secretary, may
2121 11 issue Universal special license plates to residents of
2222 12 Illinois on behalf of organizations that have been authorized
2323 13 by the General Assembly to issue decals for Universal special
2424 14 license plates. Appropriate documentation, as determined by
2525 15 the Secretary, shall accompany each application. Authorized
2626 16 organizations shall be designated by amendment to this
2727 17 Section. When applying for a Universal special license plate
2828 18 the applicant shall inform the Secretary of the name of the
2929 19 authorized organization from which the applicant will obtain a
3030 20 decal to place on the plate. The Secretary shall make a record
3131 21 of that organization and that organization shall remain
3232 22 affiliated with that plate until the plate is surrendered,
3333 23 revoked, or otherwise cancelled. The authorized organization

6868 1 may charge a fee to offset the cost of producing and
6969 2 distributing the decal, but that fee shall be retained by the
7070 3 authorized organization and shall be separate and distinct
7171 4 from any registration fees charged by the Secretary. No decal,
7272 5 sticker, or other material may be affixed to a Universal
7373 6 special license plate other than a decal authorized by the
7474 7 General Assembly in this Section or a registration renewal
7575 8 sticker. The special plates issued under this Section shall be
7676 9 affixed only to passenger vehicles of the first division,
7777 10 including motorcycles and autocycles, or motor vehicles of the
7878 11 second division weighing not more than 8,000 pounds. Plates
7979 12 issued under this Section shall expire according to the
8080 13 multi-year procedure under Section 3-414.1 of this Code.
8181 14 (b) The design, color, and format of the Universal special
8282 15 license plate shall be wholly within the discretion of the
8383 16 Secretary. Universal special license plates are not required
8484 17 to designate "Land of Lincoln", as prescribed in subsection
8585 18 (b) of Section 3-412 of this Code. The design shall allow for
8686 19 the application of a decal to the plate. Organizations
8787 20 authorized by the General Assembly to issue decals for
8888 21 Universal special license plates shall comply with rules
8989 22 adopted by the Secretary governing the requirements for and
9090 23 approval of Universal special license plate decals. The
9191 24 Secretary may, in his or her discretion, allow Universal
9292 25 special license plates to be issued as vanity or personalized
9393 26 plates in accordance with Section 3-405.1 of this Code. The

104104 1 Secretary of State must make a version of the special
105105 2 registration plates authorized under this Section in a form
106106 3 appropriate for motorcycles and autocycles.
107107 4 (c) When authorizing a Universal special license plate,
108108 5 the General Assembly shall set forth whether an additional fee
109109 6 is to be charged for the plate and, if a fee is to be charged,
110110 7 the amount of the fee and how the fee is to be distributed.
111111 8 When necessary, the authorizing language shall create a
112112 9 special fund in the State treasury into which fees may be
113113 10 deposited for an authorized Universal special license plate.
114114 11 Additional fees may only be charged if the fee is to be paid
115115 12 over to a State agency or to a charitable entity that is in
116116 13 compliance with the registration and reporting requirements of
117117 14 the Charitable Trust Act and the Solicitation for Charity Act.
118118 15 Any charitable entity receiving fees for the sale of Universal
119119 16 special license plates shall annually provide the Secretary of
120120 17 State a letter of compliance issued by the Attorney General
121121 18 verifying that the entity is in compliance with the Charitable
122122 19 Trust Act and the Solicitation for Charity Act.
123123 20 (d) Upon original issuance and for each registration
124124 21 renewal period, in addition to the appropriate registration
125125 22 fee, if applicable, the Secretary shall collect any additional
126126 23 fees, if required, for issuance of Universal special license
127127 24 plates. The fees shall be collected on behalf of the
128128 25 organization designated by the applicant when applying for the

140140 1 agency on whose behalf the fees were collected, or paid into
141141 2 the special fund designated in the law authorizing the
142142 3 organization to issue decals for Universal special license
143143 4 plates. All money in the designated fund shall be distributed
144144 5 by the Secretary subject to appropriation by the General
145145 6 Assembly.
146146 7 (e) The following organizations may issue decals for
147147 8 Universal special license plates with the original and renewal
148148 9 fees and fee distribution as follows:
149149 10 (1) The Illinois Department of Natural Resources.
150150 11 (A) Original issuance: $25; with $10 to the
151151 12 Roadside Monarch Habitat Fund and $15 to the Secretary
152152 13 of State Special License Plate Fund.
153153 14 (B) Renewal: $25; with $23 to the Roadside Monarch
154154 15 Habitat Fund and $2 to the Secretary of State Special

156156 17 (2) Illinois Veterans' Homes.

365365 10 Foundation Fund. All money in the Theresa Tracy Trot -

367367 12 Illinois CancerCare Foundation for the purpose of
368368 13 furthering pancreatic cancer research.
369369 14 (8) The Developmental Disabilities Awareness Fund. All
370370 15 money in the Developmental Disabilities Awareness Fund
371371 16 shall be paid as grants to the Illinois Department of
372372 17 Human Services to fund legal aid groups to assist with
373373 18 guardianship fees for private citizens willing to become
374374 19 guardians for individuals with developmental disabilities
375375 20 but who are unable to pay the legal fees associated with
376376 21 becoming a guardian.
377377 22 (9) The Pediatric Cancer Awareness Fund. All money in
378378 23 the Pediatric Cancer Awareness Fund shall be paid as
379379 24 grants to the Cancer Center at Illinois for pediatric
380380 25 cancer treatment and research.
381381 26 (10) The Folds of Honor Foundation Fund. All money in

395395 4 (11) The Experimental Aircraft Association Fund. All
396396 5 money in the Experimental Aircraft Association Fund shall
397397 6 be paid, subject to appropriation by the General Assembly
398398 7 and distribution by the Secretary, as grants to promote
399399 8 recreational aviation.
400400 9 (12) The Child Abuse Council of the Quad Cities Fund.
401401 10 All money in the Child Abuse Council of the Quad Cities
402402 11 Fund shall be paid as grants to benefit the Child Abuse
403403 12 Council of the Quad Cities.
404404 13 (13) The Illinois Health Care Workers Benefit Fund.
405405 14 All money in the Illinois Health Care Workers Benefit Fund
406406 15 shall be paid as grants to the Trinity Health Foundation
407407 16 for the benefit of health care workers, doctors, nurses,
408408 17 and others who work in the health care industry in this
409409 18 State.
410410 19 (14) The Future Farmers of America Fund. All money in
411411 20 the Future Farmers of America Fund shall be paid as grants
412412 21 to the Illinois Association of Future Farmers of America.
