11	11	1 AN ACT concerning State government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Legislative Information System Act is
15	15	5 amended by changing Section 5.09 as follows:
16	16	6 (25 ILCS 145/5.09)
17	17	7 Sec. 5.09. Public computer access; legislative
18	18	8 information. To make available to the public all of the
19	19	9 following information in electronic form:
20	20	10 (1) On or before July 1, 1999, the weekly schedule of
21	21	11 legislative floor sessions for each of the 2 houses of the
22	22	12 General Assembly together with a list of matters pending
23	23	13 before them and the weekly schedule of legislative
24	24	14 committee hearings together with matters scheduled for
25	25	15 their consideration.
26	26	16 (2) On or before July 1, 1999, a list of the committees
27	27	17 of the General Assembly and their members.
28	28	18 (3) On or before July 1, 1999, the text of each bill
29	29	19 and resolution introduced and of each engrossed, enrolled,
30	30	20 and re-enrolled bill and resolution and the text of each
31	31	21 adopted amendment and conference committee report.
32	32	22 (4) On or before July 1, 1999, a synopsis of items
33	33	23 specified in paragraph (3) of this Section, together with

87	87	20 The information shall be made available to the public
88	88	21 through a website maintained by the System. The information
89	89	22 may also be made available by any other means of access that
90	90	23 would facilitate public access to the information.
91	91	24 Any documentation that describes the electronic digital
92	92	25 formats of the information shall be made available through a
93	93	26 website maintained by the System.

104	104	1 Personal information concerning a person who accesses this
105	105	2 public information may be maintained only for the purpose of
106	106	3 providing service to the person.
107	107	4 No fee or other charge may be imposed by the Legislative
108	108	5 Information System as a condition of accessing the
109	109	6 information, except that a reasonable fee may be charged for
110	110	7 any customized services and shall be deposited into the
111	111	8 General Assembly Computer Equipment Revolving Fund.
112	112	9 The electronic public access provided through the System's
113	113	10 website shall be in addition to any other electronic or print
114	114	11 distribution of the information.
115	115	12 Within one-year after the effective date of this
116	116	13 amendatory Act of the 100th General Assembly, to the extent
117	117	14 practicable, the System shall use a free translation tool to
118	118	15 enable translation into multiple languages of the information
119	119	16 made available to the public through the website maintained by
120	120	17 the System. The translation tool shall, at a minimum,
121	121	18 translate the following content on the website maintained by
122	122	19 the System: the home page; information regarding the members
123	123	20 of the House of Representatives and the Senate, including, but
124	124	21 not limited to, each member's biography, committee
125	125	22 assignments, and sponsored bills; information regarding the
126	126	23 membership of, bills assigned to, and meeting schedules of
127	127	24 each standing and special committee of the House of
128	128	25 Representatives and the Senate; information on the procedural
129	129	26 status of each bill and resolution, together with any

141	141	2 of Representatives or the Senate, including both general
142	142	3 information and user-selected information (through the "My
143	143	4 Legislation" function or otherwise), but not including the
144	144	5 synopsis or text of any bill or resolution, or any amendment
145	145	6 thereto, or any appointment message, Public Act, or Executive
146	146	7 Order; information regarding previous General Assemblies, not
147	147	8 including the synopsis or text of any bill or resolution, or
148	148	9 any amendment thereto, or any appointment message, Public Act,
149	149	10 or Executive Order; contact information for the General
150	150	11 Assembly, legislative support service agencies, and other
151	151	12 related offices in the Capitol Complex; and information
152	152	13 regarding access for persons with disabilities. The System
153	153	14 may, in its discretion, provide for additional content to be
154	154	15 translated. The languages available for translation shall be
155	155	16 those provided by the translation tool. Before a user accesses
156	156	17 translated information, the System shall ensure that a
157	157	18 disclaimer is first displayed, stating that: the translated
158	158	19 information is offered as a convenience and should not be
159	159	20 considered accurate as to the translation of the text in
160	160	21 question; and the English language version is the official and
161	161	22 authoritative version of the text in question.
162	162	23 As soon as practicable after the effective date of this
163	163	24 amendatory Act of the 103rd General Assembly, the System shall
164	164	25 make available to the public through the website maintained by
165	165	26 the System the audio and video recordings of all committee

177	177	2 effective date of this amendatory Act of the 103rd General
178	178	3 Assembly. The committee hearing audio and video recordings
179	179	4 made available by the System shall be posted on the website
180	180	5 maintained by the System for at least 30 days after the
181	181	6 committee hearing at which the recording was made.
182	182	7 No action taken under this Section shall be deemed to
183	183	8 alter or relinquish any copyright or other proprietary
184	184	9 interest or entitlement of the State of Illinois relating to
185	185	10 any of the information made available under this Section.
186	186	11 The information shall be made available as provided in
187	187	12 this Section in the shortest practicable time after it is
188	188	13 publicly available in any other form; provided that the System
189	189	14 may make information available under this Section only if the
190	190	15 availability in no way reduces the quality and timeliness of
191	191	16 service available to and required under this Act for
192	192	17 legislative users and does not unduly burden the General
193	193	18 Assembly or its support services agencies. Failure to provide
194	194	19 information under this Section does not affect the validity of
195	195	20 any action of the General Assembly. The General Assembly and
196	196	21 the State of Illinois are not liable for the accuracy,
197	197	22 availability, or use of the information provided under this
198	198	23 Section.
