1111 1 AN ACT concerning State government.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Legislative Information System Act is
1515 5 amended by changing Section 5.09 as follows:

1717 7 Sec. 5.09. Public computer access; legislative
1818 8 information. To make available to the public all of the
1919 9 following information in electronic form:
2020 10 (1) On or before July 1, 1999, the weekly schedule of
2121 11 legislative floor sessions for each of the 2 houses of the
2222 12 General Assembly together with a list of matters pending
2323 13 before them and the weekly schedule of legislative
2424 14 committee hearings together with matters scheduled for
2525 15 their consideration.
2626 16 (2) On or before July 1, 1999, a list of the committees
2727 17 of the General Assembly and their members.
2828 18 (3) On or before July 1, 1999, the text of each bill
2929 19 and resolution introduced and of each engrossed, enrolled,
3030 20 and re-enrolled bill and resolution and the text of each
3131 21 adopted amendment and conference committee report.
3232 22 (4) On or before July 1, 1999, a synopsis of items
3333 23 specified in paragraph (3) of this Section, together with

104104 1 Personal information concerning a person who accesses this
105105 2 public information may be maintained only for the purpose of
106106 3 providing service to the person.
107107 4 No fee or other charge may be imposed by the Legislative
108108 5 Information System as a condition of accessing the
109109 6 information, except that a reasonable fee may be charged for
110110 7 any customized services and shall be deposited into the
111111 8 General Assembly Computer Equipment Revolving Fund.
112112 9 The electronic public access provided through the System's
113113 10 website shall be in addition to any other electronic or print
114114 11 distribution of the information.
115115 12 Within one-year after the effective date of this
116116 13 amendatory Act of the 100th General Assembly, to the extent
117117 14 practicable, the System shall use a free translation tool to
118118 15 enable translation into multiple languages of the information
119119 16 made available to the public through the website maintained by
120120 17 the System. The translation tool shall, at a minimum,
121121 18 translate the following content on the website maintained by
122122 19 the System: the home page; information regarding the members
123123 20 of the House of Representatives and the Senate, including, but
124124 21 not limited to, each member's biography, committee
125125 22 assignments, and sponsored bills; information regarding the
126126 23 membership of, bills assigned to, and meeting schedules of
127127 24 each standing and special committee of the House of
128128 25 Representatives and the Senate; information on the procedural
129129 26 status of each bill and resolution, together with any

140140 1 amendments thereto, and appointment message filed in the House
141141 2 of Representatives or the Senate, including both general
142142 3 information and user-selected information (through the "My
143143 4 Legislation" function or otherwise), but not including the
144144 5 synopsis or text of any bill or resolution, or any amendment
145145 6 thereto, or any appointment message, Public Act, or Executive
146146 7 Order; information regarding previous General Assemblies, not
147147 8 including the synopsis or text of any bill or resolution, or
148148 9 any amendment thereto, or any appointment message, Public Act,
149149 10 or Executive Order; contact information for the General
150150 11 Assembly, legislative support service agencies, and other
151151 12 related offices in the Capitol Complex; and information
152152 13 regarding access for persons with disabilities. The System
153153 14 may, in its discretion, provide for additional content to be
154154 15 translated. The languages available for translation shall be
155155 16 those provided by the translation tool. Before a user accesses
156156 17 translated information, the System shall ensure that a
157157 18 disclaimer is first displayed, stating that: the translated
158158 19 information is offered as a convenience and should not be
159159 20 considered accurate as to the translation of the text in
160160 21 question; and the English language version is the official and
161161 22 authoritative version of the text in question.
162162 23 As soon as practicable after the effective date of this
163163 24 amendatory Act of the 103rd General Assembly, the System shall
164164 25 make available to the public through the website maintained by
165165 26 the System the audio and video recordings of all committee

176176 1 hearings of the General Assembly occurring on and after the
177177 2 effective date of this amendatory Act of the 103rd General
178178 3 Assembly. The committee hearing audio and video recordings
179179 4 made available by the System shall be posted on the website
180180 5 maintained by the System for at least 30 days after the
181181 6 committee hearing at which the recording was made.
182182 7 No action taken under this Section shall be deemed to
183183 8 alter or relinquish any copyright or other proprietary
184184 9 interest or entitlement of the State of Illinois relating to
185185 10 any of the information made available under this Section.
186186 11 The information shall be made available as provided in
187187 12 this Section in the shortest practicable time after it is
188188 13 publicly available in any other form; provided that the System
189189 14 may make information available under this Section only if the
190190 15 availability in no way reduces the quality and timeliness of
191191 16 service available to and required under this Act for
192192 17 legislative users and does not unduly burden the General
193193 18 Assembly or its support services agencies. Failure to provide
194194 19 information under this Section does not affect the validity of
195195 20 any action of the General Assembly. The General Assembly and
196196 21 the State of Illinois are not liable for the accuracy,
197197 22 availability, or use of the information provided under this
198198 23 Section.
