11	11	1 AN ACT concerning civil law.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 1. Short title. This Act may be cited as the Public
15	15	5 Duty Rule Codification Act.
16	16	6 Section 5. Findings; purpose.
17	17	7 (a) The General Assembly finds:
18	18	8 (1) On January 22, 2016, the Illinois Supreme Court,
19	19	9 in Coleman v. East Joliet Fire Protection District, 2016
20	20	10 IL 117952, abolished the public duty rule.
21	21	11 (2) The public duty rule is an important doctrine that
22	22	12 is grounded in the principle that the duty of a local
23	23	13 governmental entity to preserve the well-being of the
24	24	14 community is owed to the public at large rather than to
25	25	15 specific members of the community.
26	26	16 (b) It is the purpose of this Act to codify the public duty
27	27	17 rule.
28	28	18 Section 10. Public duty rule. A local governmental entity
29	29	19 and its employees owe a duty of care to the public at large,
30	30	20 therefore it does not owe a duty of care to individual members
31	31	21 of the public to provide governmental services.
