11	11	1 AN ACT concerning local government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Illinois Police Training Act is amended by
15	15	5 adding Section 3.2 as follows:
16	16	6 (50 ILCS 705/3.2 new)
17	17	7 Sec. 3.2. Recruitment Division; Back the Badge program.
18	18	8 (a) Statement of purpose. Given the current environment of
19	19	9 the policing profession, recruiting law enforcement officers
20	20	10 and retaining officers are the greatest challenges facing law
21	21	11 enforcement agencies. The recruitment of and retention of
22	22	12 officers is imperative to public safety.
23	23	13 (b) Recruitment Division. There is created within the
24	24	14 Illinois Law Enforcement Training Standards Board a
25	25	15 Recruitment Division.
26	26	16 (c) Duties. The Division shall establish a Back the Badge
27	27	17 program, which shall establish recruitment plans for law
28	28	18 enforcement agencies. The Division shall determine and
29	29	19 prioritize specific characteristics that a law enforcement
30	30	20 agency and community desire in their police officers. The
31	31	21 Division shall cooperate with law enforcement agencies to
32	32	22 determine a strategy to hire and retain sworn police officers
