                            103RD GENERAL ASSEMBLY State of Illinois 2023 and 2024 HB3246 Introduced , by Rep. Nabeela Syed SYNOPSIS AS INTRODUCED:  430 ILCS 65/4.2 new  Amends the Firearm Owners Identification Card Act. Provides that the Director of the Illinois State Police shall offer, to each applicant for issuance or renewal of a Firearm Owner's Identification Card who is 16 years of age or older, the opportunity to have his or her name included in the First Person Consent organ and tissue donor registry established by the Secretary of State under the Illinois Vehicle Code. Provides that the Director of the Illinois State Police must advise the applicant or card holder that he or she is under no compulsion to have his or her name included in the registry. An individual who agrees to having his or her name included in the First Person Consent organ and tissue donor registry has given full legal consent to the donation of any of his or her organs or tissue upon his or her death. Provides that a brochure explaining this method of executing an anatomical gift must be given to each applicant for issuance or renewal of a Firearm Owner's Identification Card. The brochure must advise the applicant or card holder (i) that he or she is under no compulsion to have his or her name included in this registry and (ii) that he or she may wish to consult with family, friends, or clergy before doing so. Provides that the Director of the Illinois State Police, in consultation with the Secretary of State, may adopt rules to implement this provision. 1  AN ACT concerning safety.
2  Be it enacted by the People of the State of Illinois,
3  represented in the General Assembly:
4  Section 5. The Firearm Owners Identification Card Act is
5  amended by adding Section 4.2 as follows:
6  (430 ILCS 65/4.2 new)
7  Sec. 4.2. Organ donor designation.
8  (a) The Director of the Illinois State Police shall offer,
9  to each applicant for issuance or renewal of a Firearm Owner's
10  Identification Card who is 16 years of age or older, the
11  opportunity to have his or her name included in the First
12  Person Consent organ and tissue donor registry established by
13  the Secretary of State under subsection (g) of Section 6-117
14  of the Illinois Vehicle Code. The Director of the Illinois
15  State Police must advise the applicant or card holder that he
16  or she is under no compulsion to have his or her name included
17  in the registry. An individual who agrees to having his or her
18  name included in the First Person Consent organ and tissue
19  donor registry has given full legal consent to the donation of
20  any of his or her organs or tissue upon his or her death. A
