Provides that, subject to appropriation, the Department of Children and Family Services shall establish and administer a 5-year Equine Therapy Pilot Program to provide grants to organizations that provide equine therapy to foster children who have been abused or neglected and have been diagnosed with a developmental disability or a mental health condition. Provides that organizations eligible to participate in the pilot program must be certified by the Professional Association of Therapeutic Horsemanship International. 11	11	1 AN ACT concerning State government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Children and Family Services Act is amended
15	15	5 by adding Section 46 as follows:
16	16	6 (20 ILCS 505/46 new)
17	17	7 Sec. 46. Equine Therapy Pilot Program. Subject to
18	18	8 appropriation, beginning July 1, 2024 through July 1, 2029,
19	19	9 the Department shall establish and administer a 5-year Equine
20	20	10 Therapy Pilot Program to provide grants to organizations that
21	21	11 provide equine therapy to foster children who have been abused
22	22	12 or neglected and have been diagnosed with a developmental
23	23	13 disability or a mental health condition. Organizations
24	24	14 eligible to participate in the pilot program must be certified
25	25	15 by the Professional Association of Therapeutic Horsemanship
26	26	16 International. The Department may adopt any rules necessary to
27	27	17 implement the pilot program, including, but not limited to,
28	28	18 rules on additional eligibility and application requirements
29	29	19 for organizations seeking to participate in the pilot program
30	30	20 and any additional eligibility requirements for foster
31	31	21 children interested in equine therapy.
