11 103RD GENERAL ASSEMBLY State of Illinois 2023 and 2024 HB3372 Introduced , by Rep. Angelica Guerrero-Cuellar SYNOPSIS AS INTRODUCED: 50 ILCS 709/5-13 new55 ILCS 5/3-9005.5 new Amends the Counties Code. Provides that, on the website of each State's Attorney, the State's Attorney shall publish quarterly reports that include, at a minimum, the following information: (1) the number of all charges commenced by the State's Attorney for offenses within the county, classified by type and class; (2) the number of arrests referred to the State's Attorney for prosecution by a law enforcement officer or law enforcement agency for offenses within the county, and the number of charges that were commenced by the State's Attorney as a result of those referrals; and (3) the number of arrests of first responders referred to the State's Attorney for prosecution by a law enforcement officer or law enforcement agency for offenses within the county, and the number of charges that were commenced by the State's Attorney as a result of those referrals. Amends the Uniform Crime Reporting Act. Provides that each law enforcement agency that refers an arrest made to State's Attorney shall report to the State's Attorney if the individual is a first responder. 1212 1 AN ACT concerning local government.
1313 2 Be it enacted by the People of the State of Illinois,
1414 3 represented in the General Assembly:
1515 4 Section 5. The Uniform Crime Reporting Act is amended by
1616 5 by adding Section 5-13 as follows:
1717 6 (50 ILCS 709/5-13 new)
1818 7 Sec. 5-13. First responder referrals to a State's
1919 8 Attorney.
2020 9 (a) As used in this Section:
2121 10 "First responders" means law enforcement officers,
2222 11 firefighters, emergency medical services personnel, as that
2323 12 term is defined in Section 3.5 of the Emergency Medical
2424 13 Services (EMS) Systems Act, and emergency room doctors,
2525 14 nurses, or staff.
2626 15 "Law enforcement agency" and "law enforcement officer"
2727 16 have the meanings ascribed to those terms in Section 10-10 of
2828 17 the Law Enforcement Officer-Worn Body Camera Act.
2929 18 (b) Each law enforcement agency that refers an arrest to
3030 19 the State's Attorney shall report to the State's Attorney if
3131 20 the individual is a first responder.
3232 21 Section 10. The Counties Code is amended by adding Section

7171 2 Sec. 3-9005.5. State's Attorney quarterly reports.
7272 3 (a) As used in this Section:
7373 4 "First responders" means law enforcement officers,
7474 5 firefighters, emergency medical services personnel, as that
7575 6 term is defined in Section 3.5 of the Emergency Medical
