1111 1 AN ACT concerning finance.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Illinois Procurement Code is amended by
1515 5 changing Section 25-75 as follows:
1616 6 (30 ILCS 500/25-75)
1717 7 Sec. 25-75. Purchase of motor vehicles.
1818 8 (a) Beginning on the effective date of this amendatory Act
1919 9 of the 94th General Assembly, all gasoline-powered vehicles
2020 10 purchased from State funds must be flexible fuel vehicles.
2121 11 Beginning July 1, 2007, all gasoline-powered vehicles
2222 12 purchased from State funds must be flexible fuel or fuel
2323 13 efficient hybrid vehicles. For purposes of this Section,
2424 14 "flexible fuel vehicles" are automobiles or light trucks that
2525 15 operate on either gasoline or E-85 (85% ethanol, 15% gasoline)
2626 16 fuel, excluding authorized emergency vehicles, and "Fuel
2727 17 efficient hybrid vehicles" are automobiles or light trucks
2828 18 that use a gasoline or diesel engine and an electric motor to
2929 19 provide power and gain at least a 20% increase in combined
3030 20 US-EPA city-highway fuel economy over the equivalent or
3131 21 most-similar conventionally-powered model, excluding
3232 22 authorized emergency vehicles.

6868 1 of the 94th General Assembly, any vehicle purchased from State
6969 2 funds that is fueled by diesel fuel shall be certified by the
7070 3 manufacturer to run on 5% biodiesel (B5) fuel.
7171 4 (b-5) On and after January 1, 2016, 15% of passenger
7272 5 vehicles, other than Department of Corrections vehicles,
7373 6 Secretary of State vehicles (except for mid-sized sedans), and
7474 7 Illinois State Police patrol vehicles, purchased with State
7575 8 funds shall be vehicles fueled by electricity, electricity and
7676 9 gasohol (hybrids or plug-in hybrids), compressed natural gas,
7777 10 liquid petroleum gas, or liquid natural gas, including
7878 11 dedicated or non-dedicated fuel type vehicles.
7979 12 (c) The Chief Procurement Officer may determine that
8080 13 certain vehicle procurements are exempt from this Section
8181 14 based on intended use or other reasonable considerations such
8282 15 as health and safety of Illinois citizens.
