Justin Slaughter SYNOPSIS AS INTRODUCED: Appropriates $4,200,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for costs associated with a grant to Treatment Alternatives for Safe Communities to provide specialized case management services to certain people in pretrial deten tion in Winnebago and in St. Clair Counties. LRB103 27642 RLC 54018 b HB3416 LRB103 27642 RLC 54018 b AN ACT concerning appropriations. 1 Be it enacted by the People of the State of Illinois, represented 2 in the General Assembly: 3 Section 1. Findings. The General Assembly finds that: 4 (1) The Safety, Accountability, Fairness and Equity -Today 5 Act, known as the SAFE-T Act, became law in 2021. 6 (2) The Pre-Trial Fairness Act, a key provision within the 7 SAFE-T Act, changes the offense class for violations of 8 conditions of pretrial release, detain able versus non-9 detainable offenses. 10 (3) Pretrial release procedures, including release on one’s 11 own recognizance, warrant alternatives, and conditions of 12 release, including electric monitoring and home confinement 13 revocation, modification, and sanction s. 14 (4) Since 1976, Treatment Alternatives for Safe Communities 15 has had a successful record of providing behavioral health 16 assessment and specialized case management services to pre -17 trial detainees. 18 (5) Adults in Treatment Alternatives for Safe Communities’ 19 court and probation programs showed a 71% reduction in re -20 arrests for drug and property crimes two years after program 21 enrollment. 22 (6) Men in Illinois prisons who completed drug treatment 23 HB3416 -2- LRB103 27642 RLC 54018 b and reentry support, including TASC case management, had a 44% 1 lower likelihood of returning to prison within 7 years than 2 comparable releasees . 3 (7) Treatment Alternatives for Safe Communities has 4 established formal relationships and credibility with 5 corrections, jails and prisons, courts, loca l law enforcement, 6 first responders , and other referral systems throughout 7 Illinois. 8 (8) The area offices of Treatment Alternatives for Safe 9 Communities provide services in every county and jurisdiction 10 in Illinois. 11 (9) Treatment Alternatives for Safe Communities supports 12 individuals’ reentry from jails and prisons and restorative 13 health goals through access to a full continuum of community -14 based services, from treatment and recovery support to housing, 15 employment, family services, and other individual client 16 essential service needs . 17 (10) Treatment Alternatives for Safe Communities has the 18 capacity to provide toxicology testing to individuals 19 throughout the State of Illinois. 20 (11) Treatment Alternatives for Safe Communities works with 21 systems partners to design and implement the most advantageous 22 and responsive reporting procedures to ensure expedited results 23 and lab verification and reference results. 24 HB3416 -3- LRB103 27642 RLC 54018 b Section 5. The sum of $4,200,000, or so much of that as may 1 be necessary, is appropriated from the General Revenue Fund to 2 the Department of Commerce and Economic opportunity for costs 3 associated with a grant to Treatment Alternatives for Safe 4 Communities to provide specialized case management services to 5 individuals in pre-trial detention who are arr ested but would 6 no longer be eligible for detention under the amendatory 7 changes to Article 110 of the Code of Criminal Procedure of 8 1963 made by Public Acts 101 -652, 102-28, and 102 -1104, 9 commonly referred to as the Pretrial Fairness Act, in Winnebago 10 County and in St. Clair County . 11 Section 99. Effective date. This Act takes effect upon 12 becoming law. 13
