3	11		1 AN ACT concerning finance.
4	12		2 Be it enacted by the People of the State of Illinois,
5	13		3 represented in the General Assembly:
6	14		4 Section 5. The Commission on Equity and Inclusion Act is
7	15		5 amended by changing Section 40-10 as follows:
8	16		6 (30 ILCS 574/40-10)
9	17		7 Sec. 40-10. Powers and duties. In addition to the other
10	18		8 powers and duties which may be prescribed in this Act or
11	19		9 elsewhere, the Commission shall have the following powers and
12	20		10 duties:
13	21		11 (1) The Commission shall have a role in all State and
14	22		12 university procurement by facilitating and streamlining
15	23		13 communications between the Business Enterprise Council for
16	24		14 Minorities, Women, and Persons with Disabilities, the
17	25		15 purchasing entities, the Chief Procurement Officers, and
18	26		16 others.
19	27		17 (2) The Commission may create a scoring evaluation for
20	28		18 State agency directors, public university presidents and
21	29		19 chancellors, and public community college presidents. The
22	30		20 scoring shall be based on the following 3 principles: (i)
23	31		21 increasing capacity; (ii) growing revenue; and (iii)
24	32		22 enhancing credentials. These principles should be the
25	33		23 foundation of the agency compliance plan required under

36	70		3 (3) The Commission shall exercise the authority and
37	71		4 duties provided to it under Section 5-7 of the Illinois
38	72		5 Procurement Code.
39	73		6 (4) The Commission, working with State agencies, shall
40	74		7 provide support for diversity in State hiring.
41	75		8 (5) The Commission shall oversee the implementation of
42	76		9 diversity training of the State workforce.
43	77		10 (6) Each January, and as otherwise frequently as may
44	78		11 be deemed necessary and appropriate by the Commission, the
45	79		12 Commission shall propose and submit to the Governor and
46	80		13 the General Assembly legislative changes to increase
47	81		14 inclusion and diversity in State government.
48	82		15 (7) The Commission shall have oversight over the
49	83		16 following entities:
50	84		17 (A) the Illinois African-American Family
51	85		18 Commission;
52	86		19 (B) the Illinois Latino Family Commission;
53	87		20 (C) the Asian American Family Commission;
54	88		21 (D) the Illinois Muslim American Advisory Council;
55	89		22 (E) the Illinois African-American Fair Contracting
56	90		23 Commission created under Executive Order 2018-07; and
57	91		24 (F) the Business Enterprise Council for
58	92		25 Minorities, Women, and Persons with Disabilities.
59	93		26 (7.5) The Commission shall collect and publish on its

81	115		12 (B) Section 5.3 of the Illinois Health
82	116		13 Facilities Planning Act;
83	117		14 (C) Section 8f of the Business Enterprise for
84	118		15 Minorities, Women and Persons with Disabilities Act;
85	119		16 (D) Section 5-57 of the Economic Development
86	120		17 for a Growing Economy Tax Credit Act;
87	121		18 (E) Section 5-117 of the Public Utilities Act;
88	122		19 (F) Section 12.2 of the Illinois Horse Racing
89	123		20 Act of 1975; and
90	124		21 (G) Section 10 of the Railroad Supplier
91	125		22 Diversity Act.
92	126		23 (7.6) The Commission may hold public workshops focused
93	127		24 on specific industries and reports to collaboratively
94	128		25 connect diverse enterprises with entities that manage

116	150		11 (8) The Commission shall adopt any rules necessary for
117	151		12 the implementation and administration of the requirements
118	152		13 of this Act.
119	153		14 (9) The Commission shall exercise the authority and
120	154		15 duties provided to it under Section 45-57 of the Illinois
121	155		16 Procurement Code.
