1111 1 AN ACT concerning education.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The School Code is amended by changing Section
1515 5 27-22 as follows:
1616 6 (105 ILCS 5/27-22) (from Ch. 122, par. 27-22)
1717 7 Sec. 27-22. Required high school courses.
1818 8 (a) (Blank).
1919 9 (b) (Blank).
2020 10 (c) (Blank).
2121 11 (d) (Blank).
2222 12 (e) Through the 2023-2024 school year, as a prerequisite
2323 13 to receiving a high school diploma, each pupil entering the
2424 14 9th grade must, in addition to other course requirements,
2525 15 successfully complete all of the following courses:
2626 16 (1) Four years of language arts.
2727 17 (2) Two years of writing intensive courses, one of
2828 18 which must be English and the other of which may be English
2929 19 or any other subject. When applicable, writing-intensive
3030 20 courses may be counted towards the fulfillment of other
3131 21 graduation requirements.
3232 22 (3) Three years of mathematics, one of which must be
3333 23 Algebra I, one of which must include geometry content, and

7474 7 (3.5) For pupils entering the 9th grade in the
7575 8 2022-2023 school year and 2023-2024 school year, one year
7676 9 of a course that includes intensive instruction in
7777 10 computer literacy, which may be English, social studies,
7878 11 or any other subject and which may be counted toward the
7979 12 fulfillment of other graduation requirements.
8080 13 (4) Two years of science.
8181 14 (5) Two years of social studies, of which at least one
8282 15 year must be history of the United States or a combination
8383 16 of history of the United States and American government
8484 17 and, beginning with pupils entering the 9th grade in the
8585 18 2016-2017 school year and each school year thereafter, at
8686 19 least one semester must be civics, which shall help young
8787 20 people acquire and learn to use the skills, knowledge, and
8888 21 attitudes that will prepare them to be competent and
8989 22 responsible citizens throughout their lives. Civics course
9090 23 content shall focus on government institutions, the
9191 24 discussion of current and controversial issues, service
9292 25 learning, and simulations of the democratic process.
9393 26 School districts may utilize private funding available for

104104 1 the purposes of offering civics education. Beginning with
105105 2 pupils entering the 9th grade in the 2021-2022 school
106106 3 year, one semester, or part of one semester, may include a
107107 4 financial literacy course.
108108 5 (6) One year chosen from (A) music, (B) art, (C)
109109 6 foreign language, which shall be deemed to include
110110 7 American Sign Language, (D) vocational education, or (E)
111111 8 forensic speech (speech and debate). A forensic speech
112112 9 course used to satisfy the course requirement under
113113 10 subdivision (1) may not be used to satisfy the course
114114 11 requirement under this subdivision (6).
115115 12 (e-5) Beginning with the 2024-2025 school year, as a
116116 13 prerequisite to receiving a high school diploma, each pupil
117117 14 entering the 9th grade must, in addition to other course
118118 15 requirements, successfully complete all of the following

185185 10 language courses, which may include American Sign Language. A
186186 11 pupil may choose a third year of foreign language to satisfy
187187 12 the requirement under subdivision paragraph (6) of subsection
188188 13 (e-5).
189189 14 (f) The State Board of Education shall develop and inform
190190 15 school districts of standards for writing-intensive
191191 16 coursework.
192192 17 (f-5) If a school district offers an Advanced Placement
193193 18 computer science course to high school students, then the
194194 19 school board must designate that course as equivalent to a
195195 20 high school mathematics course and must denote on the
196196 21 student's transcript that the Advanced Placement computer
197197 22 science course qualifies as a mathematics-based, quantitative
198198 23 course for students in accordance with subdivision (3) of
199199 24 subsection (e) of this Section.
200200 25 (g) Public Act 83-1082 This amendatory Act of 1983 does
201201 26 not apply to pupils entering the 9th grade in 1983-1984 school

215215 4 Public Act 94-676 This amendatory Act of the 94th General
216216 5 Assembly does not apply to pupils entering the 9th grade in the
217217 6 2004-2005 school year or a prior school year or to students
218218 7 with disabilities whose course of study is determined by an
219219 8 individualized education program.
220220 9 Subdivision (3.5) of subsection (e) does not apply to
221221 10 pupils entering the 9th grade in the 2021-2022 school year or a
222222 11 prior school year or to students with disabilities whose
223223 12 course of study is determined by an individualized education
224224 13 program.
225225 14 Subsection (e-5) does not apply to pupils entering the 9th
226226 15 grade in the 2023-2024 school year or a prior school year or to
227227 16 students with disabilities whose course of study is determined
228228 17 by an individualized education program. Subsection (e-10) does
229229 18 not apply to pupils entering the 9th grade in the 2027-2028
230230 19 school year or a prior school year or to students with
231231 20 disabilities whose course of study is determined by an
232232 21 individualized education program.
233233 22 (h) The provisions of this Section are subject to the
234234 23 provisions of Section 27-22.05 of this Code and the
235235 24 Postsecondary and Workforce Readiness Act.
236236 25 (i) The State Board of Education may adopt rules to modify
237237 26 the requirements of this Section for any students enrolled in

248248 1 grades 9 through 12 if the Governor has declared a disaster due
249249 2 to a public health emergency pursuant to Section 7 of the
250250 3 Illinois Emergency Management Agency Act.
251251 4 (j) A school board may determine which career and
252252 5 technical education courses that the school district offers
253253 6 fulfill the requirements of this Section. However, the State
254254 7 Board may override the school district's determination if the
255255 8 State Board has a legitimate reason for overriding.
