11	11	1 AN ACT concerning transportation.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Illinois Vehicle Code is amended by
15	15	5 changing Section 3-412 as follows:
16	16	6 (625 ILCS 5/3-412) (from Ch. 95 1/2, par. 3-412)
17	17	7 Sec. 3-412. Registration plates or digital registration
18	18	8 plates and registration stickers or digital registration
19	19	9 stickers to be furnished by the Secretary of State.
20	20	10 (a) The Secretary of State upon registering a vehicle
21	21	11 subject to annual registration for the first time shall issue
22	22	12 or shall cause to be issued to the owner one registration plate
23	23	13 or digital registration plate for a motorcycle, trailer,
24	24	14 semitrailer, moped, autocycle, or truck-tractor, 2
25	25	15 registration plates, or a digital registration plate and metal
26	26	16 plate as set forth in Section 3-401.5, for other motor
27	27	17 vehicles and, where applicable, current registration stickers
28	28	18 or digital registration stickers for motor vehicles of the
29	29	19 first division. The provisions of this Section may be made
30	30	20 applicable to such vehicles of the second division, as the
31	31	21 Secretary of State may, from time to time, in his discretion
32	32	22 designate. On subsequent annual registrations during the term

68	68	1 provided in Section 3-414.1, the Secretary shall issue or
69	69	2 cause to be issued registration stickers or digital
70	70	3 registration stickers as evidence of current registration.
71	71	4 However, the issuance of annual registration stickers or
72	72	5 digital registration stickers to vehicles registered under the
73	73	6 provisions of Sections 3-402.1 and 3-405.3 of this Code may
74	74	7 not be required if the Secretary deems the issuance
75	75	8 unnecessary.
76	76	9 (b) Every registration plate or digital registration plate
77	77	10 shall have displayed upon it the registration number assigned
78	78	11 to the vehicle for which it is issued, the name of this State,
79	79	12 which may be abbreviated, the year number for which it was
80	80	13 issued, which may be abbreviated, the phrase "Land of Lincoln"
81	81	14 (except as otherwise provided in this Code), and such other
82	82	15 letters or numbers as the Secretary may prescribe. However,
83	83	16 for apportionment plates issued to vehicles registered under
84	84	17 Section 3-402.1 and fleet plates issued to vehicles registered
85	85	18 under Section 3-405.3, the phrase "Land of Lincoln" may be
86	86	19 omitted to allow for the word "apportioned", the word "fleet",
87	87	20 or other similar language to be displayed. Registration plates
88	88	21 or digital registration plates issued to a vehicle registered
89	89	22 as a fleet vehicle may display a designation determined by the
90	90	23 Secretary. Registration plates or digital registration plates
91	91	24 issued to a vehicle registered as a fleet vehicle may also
92	92	25 display the logo of the company for which the fleet is being
93	93	26 operated at the company's request. The Secretary may charge

106	106	3 The Secretary may in his discretion prescribe that letters
107	107	4 be used as prefixes only on registration plates or digital
108	108	5 registration plates issued to vehicles of the first division
109	109	6 which are registered under this Code and only as suffixes on
110	110	7 registration plates or digital registration plates issued to
111	111	8 other vehicles. Every registration sticker or digital
112	112	9 registration sticker issued as evidence of current
113	113	10 registration shall designate the year number for which it is
114	114	11 issued and such other letters or numbers as the Secretary may
115	115	12 prescribe and shall be of a contrasting color with the
116	116	13 registration plates or digital registration plates and
117	117	14 registration stickers or digital registration stickers of the
118	118	15 previous year.
119	119	16 (c) Each registration plate or digital registration plate
120	120	17 and the required letters and numerals thereon, except the year
121	121	18 number for which issued, shall be of sufficient size to be
122	122	19 plainly readable from a distance of 100 feet during daylight,
123	123	20 and shall be coated with reflectorizing material. The
124	124	21 dimensions of the plate issued to vehicles of the first
125	125	22 division shall be 6 by 12 inches.
126	126	23 (d) The Secretary of State shall issue for every passenger
127	127	24 motor vehicle rented without a driver the same type of
128	128	25 registration plates or digital registration plates as the type
129	129	26 of plates issued for a private passenger vehicle.

140	140	1 (e) The Secretary of State shall issue for every passenger
141	141	2 car used as a taxicab or livery, distinctive registration
142	142	3 plates or digital registration plates.
143	143	4 (f) The Secretary of State shall issue for every
144	144	5 motorcycle distinctive registration plates or digital
145	145	6 registration plates distinguishing between motorcycles having
146	146	7 150 or more cubic centimeters piston displacement, or having
147	147	8 less than 150 cubic centimeter piston displacement.
148	148	9 (g) Registration plates or digital registration plates
149	149	10 issued to vehicles for-hire may display a designation as
150	150	11 determined by the Secretary that such vehicles are for-hire.
151	151	12 (h) (Blank).
152	152	13 (i) The Secretary of State shall issue for every public
153	153	14 and private ambulance registration plates or digital
154	154	15 registration plates identifying the vehicle as an ambulance.
155	155	16 The Secretary shall forward to the Department of Healthcare
156	156	17 and Family Services registration information for the purpose
157	157	18 of verification of claims filed with the Department by
158	158	19 ambulance owners for payment for services to public assistance
159	159	20 recipients.
160	160	21 (j) The Secretary of State shall issue for every public
161	161	22 and private medical carrier or rescue vehicle livery
162	162	23 registration plates or digital registration plates displaying
163	163	24 numbers within ranges of numbers reserved respectively for
164	164	25 medical carriers and rescue vehicles. The Secretary shall
165	165	26 forward to the Department of Healthcare and Family Services

176	176	1 registration information for the purpose of verification of
177	177	2 claims filed with the Department by owners of medical carriers
178	178	3 or rescue vehicles for payment for services to public
179	179	4 assistance recipients.
180	180	5 (k) The Secretary of State shall issue distinctive license
181	181	6 plates or digital registration plates or distinctive license
182	182	7 plate stickers or digital registration stickers for every
183	183	8 vehicle exempted from subsections (a) and (a-5) of Section
184	184	9 12-503 by subsection (g) of that Section, and by subsection
185	185	10 (g-5) of that Section before its deletion by this amendatory
186	186	11 Act of the 95th General Assembly. The Secretary shall issue
187	187	12 these plates or stickers immediately upon receiving the
188	188	13 physician's certification required under subsection (g) of
189	189	14 Section 12-503. New plates or stickers shall also be issued
190	190	15 when the certification is renewed as provided in that
191	191	16 subsection.
192	192	17 (l) The Secretary of State shall issue distinctive
193	193	18 registration plates or digital registration plates for
194	194	19 low-speed vehicles.
195	195	20 (m) The Secretary of State shall issue distinctive
196	196	21 registration plates or digital registration plates for
197	197	22 autocycles. The dimensions of the plate issued to autocycles
198	198	23 shall be 4 by 7 inches.
