11	11	1 AN ACT concerning State government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Consular Identification Document Act is
15	15	5 amended by changing Section 5 as follows:
16	16	6 (5 ILCS 230/5)
17	17	7 Sec. 5. Definition. As used in this Act, "consular
18	18	8 identification document" means an official identification card
19	19	9 issued by a foreign government that meets all of the following
20	20	10 requirements:
21	21	11 (1) The consular identification document is issued
22	22	12 through the foreign government's consular offices for the
23	23	13 purpose of identifying a foreign national who is living
24	24	14 outside of that nation.
25	25	15 (2) The foreign government requires an individual to
26	26	16 provide the following to obtain the consular
27	27	17 identification document: (A) proof of nationality; (B)
28	28	18 proof of identity; and (C) proof of residence in the
29	29	19 consular district.
30	30	20 (3) The foreign government includes the following
31	31	21 security features in the consular identification document:
32	32	22 (A) a unique identification number; (B) an optically
33	33	23 variable feature such as a hologram or color-shifting

68	68	1 inks; (C) an ultraviolet image; (D) encoded information;
69	69	2 (E) machine readable technology; (F) micro printing; (G)
70	70	3 secure laminate; and (H) integrated photograph and
71	71	4 signature.
72	72	5 (4) The consular identification document includes the
73	73	6 following data: (A) the name and address of the individual
74	74	7 to whom it is issued; (B) the date of issuance; (C) the
75	75	8 date of expiration; (D) the name of the issuing consulate;
76	76	9 and (E) an identification number. The consular
77	77	10 identification document must include an English
78	78	11 translation of the data fields.
79	79	12 (5) The issuing consulate has filed with the Illinois
80	80	13 State Police a copy of the issuing consulate's consular
81	81	14 identification document and a certification of the
82	82	15 procedures that are used to satisfy the requirements of
83	83	16 paragraphs (2) and (3).
