1313 2 Be it enacted by the People of the State of Illinois,
1414 3 represented in the General Assembly:
1515 4 Section 5. The State Finance Act is amended by adding
1616 5 Section 5.990 as follows:

2323 12 (a) The State Board of Education shall administer the
2424 13 School International Trips Program from the funds appropriated
2525 14 from the School International Trips Program Fund for the
2626 15 purpose of making international school trips available to
2727 16 low-income students in disadvantaged neighborhoods. School
2828 17 International Trips grants shall be made available to public
2929 18 schools, charter schools, area vocational centers, and
3030 19 laboratory schools in which the percentage of students
3131 20 classified as low income exceeds the State average. Grant
3232 21 recipients shall use grant proceeds to conduct, or contract

6969 1 with a third party to conduct, programming that educates,
7070 2 encourages, and promotes obtaining skills and career
7171 3 opportunities in the fields of science, technology,
7272 4 engineering, art, and math. Priority shall be given to
7373 5 programs that provide hands-on experience and programs that
7474 6 focus on promoting young women to enter into the fields of
7575 7 science, technology, engineering, art, and math.
7676 8 (b) The State Board of Education may adopt all rules
7777 9 necessary for the implementation and administration of the
7878 10 School International Trips Program, including, but not limited
7979 11 to, rules defining application procedures and prescribing a
8080 12 mechanism for disbursing grant funds if requests exceed
8181 13 available funds.
8282 14 (c) There is created in the State treasury the School
8383 15 International Trips Program Fund. The State Board shall have
8484 16 the authority to make expenditures from the Fund pursuant to
8585 17 appropriations made for the purposes of this Section. There
8686 18 shall be deposited into the Fund such amounts, including, but
8787 19 not limited to, any appropriations, grants, or gifts made to
8888 20 the fund.
