1212 1 AN ACT concerning regulation.
1313 2 Be it enacted by the People of the State of Illinois,
1414 3 represented in the General Assembly:
1515 4 Section 5. The Public Utilities Act is amended by adding
1616 5 Sections 17-1000 and 17-1100 as follows:
1717 6 (220 ILCS 5/17-1000 new)
1818 7 Sec. 17-1000. Board election announcement. Any boards for
1919 8 electric cooperatives, as defined in Section 3.4 of the
2020 9 Electric Supplier Act, or municipal systems shall be required
2121 10 to announce any elections for board membership publicly and
2222 11 allow any resident of this State to run as a candidate.

2424 13 Sec. 17-1100. Document retention. All electric
2525 14 cooperatives or municipal systems must retain documentation
2626 15 related to business operations for at least 5 years. Any
2727 16 meeting agendas and minutes related to business operations
2828 17 must be publicly available.
