4-AN ACT concerning State government.
5-Be it enacted by the People of the State of Illinois,
6-represented in the General Assembly:
7-Section 5. The Department of Innovation and Technology Act
8-is amended by adding Section 1-80 as follows:
9-(20 ILCS 1370/1-80 new)
10-Sec. 1-80. Generative AI and Natural Language Processing
11-Task Force.
12-(a) As used in this Section, "Task Force" means the
13-Generative AI and Natural Language Processing Task Force
14-established by this Section.
15-(b) The Department shall establish the Generative AI and
16-Natural Language Processing Task Force. The Task Force shall
17-investigate and provide a report on generative artificial
18-intelligence software and natural language processing
19-software.
20-(c) The Task Force shall be composed of all of the
21-following members:
22-(1) One member appointed by the Speaker of the House
23-of Representatives, who shall serve as a co-chairperson.
24-(2) One member appointed by the Minority Leader of the
25-House of Representatives.
26-(3) One member appointed by the President of the

37-Technology or his or her designee.
38-(6) The State Superintendent of Education or his or
39-her designee.
40-(7) The Executive Director of the Illinois Community
41-College Board or his or her designee.
42-(8) The Executive Director of the Board of Higher
43-Education or his or her designee.
44-(9) Two teachers recommended by a statewide
45-association representing teachers, appointed by the
46-Governor.
47-(10) Two principals recommended by a statewide
48-principals association, appointed by the Governor.
49-(11) Two experts on cybersecurity, appointed by the
50-Governor.
51-(12) Two experts on artificial intelligence, appointed
52-by the Governor.
53-(13) Two members of statewide business associations,
54-appointed by the Governor.
55-(14) The Statewide Chief Information Security Officer
56-or his or her designee.
57-(15) Two members of statewide labor associations,
58-appointed by the Governor.

61-(16) The Attorney General or his or her designee.
62-(d) The Task Force shall hold at least 5 public meetings in
63-a hybrid format, with both virtual and in-person options to
64-attend. Of those required 5 meetings, one shall be held in each
65-of the following locations:
66-(1) Chicago;
67-(2) Springfield;
68-(3) the Metro East region;
69-(4) the Quad Cities region; and
70-(5) Southern Illinois.
71-(e) The responsibilities of the Task Force shall include
72-all of the following:
73-(1) recommending legislation or regulations to protect
74-consumer information as it relates to generative
75-artificial intelligence;
76-(2) recommending model policies for schools to address
77-the use of generative artificial intelligence by students
78-in the classroom;
79-(3) assessing the use of generative artificial
80-intelligence to improve delivery of public services;
81-(5) protecting civil rights and civil liberties of
82-individuals and consumers as it relates to generative
83-artificial intelligence;
84-(6) assessing the use of generative artificial
85-intelligence in the workforce and how this could affect
86-employment levels, types of employment, and the deployment

89-of workers;
90-(7) assessing the challenges of generative artificial
91-intelligence for cybersecurity; and
92-(8) other topics related to generative artificial
93-intelligence software and natural language processing
94-software that may arise from testimony or reports to the
95-Task Force submitted by its members or the public.
96-(f) The Department shall provide administrative and
97-technical support to the Task Force.
98-(g) The Task Force shall file a report by December 31, 2024
99-with the Governor and the General Assembly covering the Task
100-Force's investigation into generative artificial intelligence
101-software and natural language processing software and the Task
102-Force's responsibilities under subsection (e).
