1 AN ACT concerning regulation.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Public Utilities Act is amended by adding
5 Sections 9-228.5 and 9-235 as follows:
6 (220 ILCS 5/9-228.5 new)
7 Sec. 9-228.5. Consideration of gas main and gas service
8 extension costs. Gas main and gas service extension policies
9 shall be based on the principle that the full incremental cost
10 associated with development and growth of the gas main to the
11 customer's property shall be borne by the customers that cause
12 those incremental costs.

14 Sec. 9-235. Tariffed gas main and gas service extension
15 provisions. No later than 60 days after the effective date of
16 this amendatory Act of the 103rd General Assembly, the
17 Commission shall initiate a docketed rulemaking reviewing each
18 gas public utility tariff that provides for gas main and gas
19 service extensions without additional charge to new customers
20 in excess of the default extensions without charge as
21 specified in 83 Ill. Adm. Code 501. The focus of the rulemaking
