1111 1 AN ACT concerning State government.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Illinois Governmental Ethics Act is amended
1515 5 by changing Section 2-101 as follows:
1616 6 (5 ILCS 420/2-101) (from Ch. 127, par. 602-101)
1717 7 Sec. 2-101. Government official lobbying.
1818 8 (a) No legislator may engage in promoting or opposing in
1919 9 any manner the passage by the General Assembly of any
2020 10 legislative matter affecting the interests of any individual,
2121 11 association, or corporation as distinct from those of the
2222 12 people of the State as a whole, if he or she accepts
2323 13 compensation specifically attributable to such lobbying, other
2424 14 than that provided by law for members of the General Assembly.
2525 15 Nothing in this Section prohibits a legislator from lobbying
2626 16 without compensation.
2727 17 No legislator or executive branch constitutional officer
2828 18 shall engage in compensated lobbying of the governing body of
2929 19 a municipality, county, or township, or an official thereof,
3030 20 on behalf of any lobbyist or lobbying entity that is
3131 21 registered to lobby the General Assembly or the executive
3232 22 branch of the State of Illinois.
3333 23 (b) No elected or appointed county executive or

6868 1 legislative official shall engage in compensated lobbying of

7171 4 or an official thereof, on behalf of any lobbyist or lobbying
7272 5 entity that is registered to lobby the county in which the
7373 6 official is elected or appointed.
7474 7 (c) No elected or appointed municipal executive or
7575 8 legislative official shall engage in compensated lobbying of
7676 9 the governing body of a county, municipality, township, the
7777 10 General Assembly, a State executive branch office or agency,
7878 11 or an official thereof, on behalf of any lobbyist or lobbying
7979 12 entity that is registered to lobby the municipality in which
8080 13 the official is elected or appointed.
8181 14 (d) No elected or appointed township executive or
8282 15 legislative official shall engage in compensated lobbying of
8383 16 the governing body of a county, municipality, township, the
8484 17 General Assembly, a State executive branch office or agency,
8585 18 or an official thereof, on behalf of any lobbyist or lobbying
8686 19 entity that is registered to lobby the township in which the
8787 20 official is elected or appointed.
8888 21 (e) No elected or appointed municipal executive or
8989 22 legislative official shall engage in compensated lobbying of
9090 23 the governing body of a county, municipality, or township, the
9191 24 General Assembly, a State executive branch office or agency,
9292 25 or an official thereof, on behalf of any lobbyist or lobbying
9393 26 entity if the person is an elected or appointed municipal

104104 1 executive or legislative official from a municipality exempted
