1  AN ACT concerning transportation.
2  Be it enacted by the People of the State of Illinois,
3  represented in the General Assembly:
4  Section 5. The Illinois Vehicle Code is amended by
5  changing Sections 3-606, 3-606.1, and 3-610.1 as follows:
6  (625 ILCS 5/3-606) (from Ch. 95 1/2, par. 3-606)
7  Sec. 3-606. Members of General Assembly. Upon receipt of a
8  request of a member of the General Assembly, accompanied by
9  the appropriate application and fee, the Secretary of State
10  shall issue to the member 2 plates as described in this
11  Section. Except as otherwise provided in this Section, if If
12  the member so requests, the Secretary shall issue 2 identical
13  sets of such registration plates for use on 2 different motor
14  vehicles. A member may request that the Secretary of State
15  issue registration plates in the name of a corporation when
16  the corporation owns or leases the vehicle to be registered
17  and the member is an officer or director of that corporation.
18  Such registration plates shall be issued for a 2-year period
19  beginning January 1 of each odd-numbered year and ending
20  December 31 of the subsequent even-numbered year. If the
21  application is from a member of the Senate, there shall appear
22  on the rear plate, in addition to the designation of the State
23  and the year for which the license was issued, the word

1  "official" and appropriate wording or abbreviation indicating
2  that the holder is a member of the Senate, followed by the
3  number of the senatorial district of the member. On the front
4  plate, there shall appear appropriate wording or abbreviation
5  indicating that the holder is a member of the Senate. If the
6  application is from a member of the House of Representatives,
7  there shall appear on the rear plate, in addition to the
8  designation of the State and the year for which the license was
9  issued, the word "official" and appropriate wording or
10  abbreviation indicating that the holder is a member of the
11  House of Representatives, followed by the number assigned to
12  the member. On the front plate, there shall appear appropriate
13  wording or abbreviation indicating that the holder is a member
14  of the House of Representatives. Numbers 1 through 118 shall
15  be assigned and members with the longest length of service as
16  members of the legislature shall be given the lower numbers.
17  When members have an equal length of service, the lower
18  numbers shall be given in alphabetical order based on
19  surnames.
20  A member of the General Assembly who has a disability as
21  defined under Section 1-159.1 may request one set of
22  specialized plates which display the International Symbol of
23  Access and shall be subject to the provisions within Section
24  3-616. The set of specialized plates displaying the
25  International Symbol of Access shall only be issued along with
26  the assignment of a corresponding disability placard that must

2  member shall not be entitled to retain this plate.

5  Sec. 3-606.1. Retired members of the General Assembly.
6  Upon receipt of a request from a retired member of the General
7  Assembly, accompanied by the appropriate application and fee,
8  the Secretary of State shall issue to such retired member
9  plates bearing appropriate wording or abbreviations indicating
10  that the holder is a retired member of the General Assembly.
11  Such plates may be issued for a 2 year period beginning January
12  1st of each odd-numbered year and ending December 31st of the
13  subsequent even-numbered year. Except as otherwise provided in
14  this Section, upon Upon the death of a retired member who has
15  been issued a retired member of the General Assembly plate,
16  that member's surviving spouse shall be entitled to retain the
17  plate so long as the surviving spouse is a resident of Illinois
18  and transfers the registration to his or her name within 90
19  days of the death of the retired member.
20  A retired member of the General Assembly who has a
21  disability as defined under Section 1-159.1 may request one
22  set of specialized plates which display the International
23  Symbol of Access and shall be subject to the provisions within
24  Section 3-616. The set of specialized plates displaying the

1  the assignment of a corresponding disability placard that must
2  be displayed in the vehicle. The surviving spouse of the
3  retired member shall not be entitled to retain this plate.
4  "Retired member" means any individual who (a) has served
5  as a member of the General Assembly for a minimum of 6 years,
6  or (b) is 62 or older, has served as a member of the General
7  Assembly for a minimum of 4 years, and retired prior to the
8  convening of the 83rd General Assembly.
9  The fees and procedures relating to such plates for
10  retired members of the General Assembly shall be the same as
11  the fees and procedures applicable to personalized plates
12  issued under this Code.

15  Sec. 3-610.1. Retired members of the Illinois
16  congressional delegation.  Upon receipt of a request from a
17  retired member of the Illinois congressional delegation,
18  accompanied by the appropriate application and fee, the
19  Secretary of State shall issue to the retired member special
20  registration plates bearing appropriate wording or
21  abbreviations indicating that the holder is a retired member
22  of the Illinois congressional delegation. The plates may be
23  issued for a 2 year period beginning January 1st of each
24  odd-numbered year and ending December 31st of the subsequent
25  even-numbered year.

1  An applicant shall be charged a $15 fee for original
2  issuance in addition to the applicable registration fee. This
3  additional fee shall be deposited into the Secretary of State
4  Special License Plate Fund. For each registration renewal
5  period, a $2 fee, in addition to the appropriate registration
6  fee, shall be charged and shall be deposited into the Retired
7  Members of the Illinois Congressional Delegation Fund.
8  A retired member of the Illinois Congressional delegation
9  who has a disability as defined under Section 1-159.1 may
10  request one set of specialized plates which display the
11  International Symbol of Access and shall be subject to the
12  provisions within Section 3-616. The set of specialized plates
13  displaying the International Symbol of Access shall only be
14  issued along with the assignment of a corresponding disability
15  placard that must be displayed in the vehicle. The surviving
16  spouse of the retired member shall not be entitled to retain
17  this plate.
18  "Retired member of the Illinois congressional delegation"
19  means any individual who has served as a member of the U.S.
20  Senate or U.S. House of Representatives representing the State
21  of Illinois. The term does not include an individual who is
22  serving in the U.S. Senate or U.S. House of Representatives.
